Position Overview This position is accountable for the direct supervision of a staff of Resident Engineers and Resident Technicians engaged in the construction, supervision, and inspection of highway construction projects in an assigned geographical area within the district. Essential Functions

Ensures construction projects are built according to plans, specifications, and departmental policies and with an acceptable engineering cost. Ensures that documentation is complete and accurate to facilitate timely acceptance and finalization of projects. Ensures timely response to inquiries, complaints, requests, and follow-up action. Establishes mutual cooperation between the district Bureau of Project Implementation, the Federal Highway Administration (FHWA), local agencies, and other central and district bureaus to reconcile divergent viewpoints on special construction projects. Trains and motivates subordinate personnel to ensure a well-developed and competent staff. Resolves disputes between contractors and engineering staff in such a manner as not to compromise quality or costs. Reviews and recommends improvement of design plans before final approval to reduce construction problems and costs. Provides engineering construction expertise to local agencies involved in federal-aid projects to ensure compliance with contract provisions. Generates prompt and accurate correspondence necessary for administration of contracts supervised by the incumbent. Ensures each project in the incumbent’s area is adequately staffed. This may be accomplished with department personnel or consultant personnel. If consultants are utilized, the incumbent shall be responsible for the administration of the consultant agreements. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees. Performs other duties as assigned. Minimum Qualifications

Current registration as a Licensed Professional Engineer in the State of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois. Five years of experience in civil engineering. Preferred Qualifications

Supervisory experience. Extensive knowledge of the principles and practices of civil engineering. Extensive knowledge of modern methods and techniques as applied to the design, construction and maintenance of public works. Ability to supervise the preparation of complete engineering plans and specifications. Ability to develop and maintain cooperative relationships with departmental staff. Strong oral and written communication skills. Conditions of Employment

Valid driver’s license. Frequent district-wide travel, which may include overnight stays. Successful completion of a background screening. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
