POSITION OVERVIEW The Court of Common Pleas, Medina County, Ohio, is a court of general jurisdiction with authority over felony criminal matters, civil cases, and other proceedings as defined by law. The Department of Probation Services is responsible for: Pre-sentence, Intervention in Lieu of Conviction, and Pretrial investigations Community control and Pretrial supervision Specialized caseloads and dockets Risk/needs assessment and case planning Coordination with treatment providers and justice system partners Managing internal Cognitive Behavioral Therapy and Anger Management Groups Community Service Program Overseeing Clinical and Quality Assurance Director, Grant Director/Technology Coordinator, and Specialty Docket Director as well as any other middle management positions The Chief Probation Officer serves as the executive administrator of the probation department and is responsible for ensuring the department operates in full compliance with Ohio law, Rules of Superintendence, and evidence-based correctional practices. This position functions as a key advisor to the Court and is accountable for public safety outcomes, operational integrity, and professional standards. ESSENTIAL DUTIES AND RESPONSIBILITIES Statutory Compliance and Judicial Support Administer probation services in accordance with Ohio Revised Code, including § 2301.27, and all other applicable statutes Ensure compliance with the Ohio Supreme Court Rules of Superintendence, including records management, confidentiality, and operational standards Advise judges on matters relating to sentencing options, community control, and supervision practices Ensure all probation functions are carried out consistent with constitutional protections and due process requirements Leadership and Administration Direct and oversee all operations of the probation department Develop, implement, and enforce departmental policies and procedures Establish strategic goals aligned with the mission and priorities of the Court Ensure continuity of operations and organizational effectiveness Evidence-Based Practices and Supervision Standards Ensure implementation and fidelity to validated risk and needs assessment tools Oversee supervision practices consistent with evidence-based correctional principles Promote use of graduated sanctions and incentives including but not limited to a Behavioral Management System Ensure supervision conditions are proportionate to Risk Assessment Risk/Needs level while maintaining public safety Data Management, Reporting, and Accountability Ensure accurate and timely preparation of pre-sentence investigations, Intervention in Lieu of Conviction, pretrial, and status reports to the Court Oversee data collection and reporting required by the Ohio Supreme Court and other oversight entities Monitor key performance indicators (KPI’s), including: Recidivism rates Compliance with court orders Program effectiveness Ensure data integrity, confidentiality, and security of records Personnel Management and Professional Standards Supervise all probation department staff, including hiring, evaluation, discipline, and termination Ensure staff receive required training consistent with Ohio Supreme Court expectations and continuing education standards Promote a culture of professionalism, accountability, and ethical conduct Ensure compliance with employment laws and workplace standards Fiscal Management and Grants Develop and administer the department budget Oversee all funding sources, including state subsidies, grants, and local funds Ensure compliance with all fiscal reporting and audit requirements Maintain accountability for public funds Programs, Services, and System Coordination Oversee all probation services, including investigations, supervision, and specialized caseloads Ensure effective coordination with: Law enforcement agencies Prosecutors and defense counsel Treatment and community-based service providers Support specialty dockets and problem-solving court initiatives Procurement and Contract Oversight Oversee procurement processes and contractual agreements Monitor vendor performance and ensure service delivery compliance Approve expenditures and invoices related to contracted services Risk Management and Legal Accountability Identify and mitigate operational and legal risks Oversee internal investigations and respond to critical incidents Ensure policies and practices reduce exposure to liability and litigation risk Community Relations and Public Trust Represent the Court in interactions with governmental entities and community organizations Promote transparency and public confidence in the probation system Maintain collaborative partnerships that support successful supervision outcomes Equity and Fair Administration of Justice Ensure probation practices are fair, impartial, and free from unlawful bias Promote equitable access to programs and services Support culturally responsive supervision practices Strategic Planning and Innovation Lead long-term planning and system improvement initiatives Implement innovative programs consistent with best practices Drive continuous quality improvement and performance evaluation Other Duties Perform other duties as assigned by the Court Assist with broader court initiatives as needed Participate in State and national initiatives and organizations MINIMUM QUALIFICATIONS Master’s degree in criminal justice, criminology, sociology, psychology, social work, or related field Minimum of 10 years of progressively responsible experience in probation, parole, or related field Minimum of 5 years of supervisory and administrative experience Demonstrated knowledge of: Ohio criminal justice system Sentencing and community control practices Evidence-based supervision methods Applicable statutes and legal standards PREFERRED QUALIFICATIONS Experience in a felony or general jurisdiction court Experience working directly with judges or court leadership Professional certifications (e.g., Certified Court Manager or equivalent) Proficiency with Ohio Community Supervision Systems (OCSS) database and Microsoft
