Business Operations Specialist

Job Description The work involves responsibility for the development and implementation of systems to facilitate the management of data produced by the business operations in a municipality. The Business Operations Specialist analyzes current procedures and makes recommendations for improvements within the organization. The Business Operations Specialist is responsible for the management and future development of business systems. Work is performed independently with work being reviewed by a high-level administrator through conferences and written and oral reports. Considerable latitude is allowed for the exercise of independent judgment in all areas of concern within established guidelines and policies of the municipality. An employee in this class does not exercise supervision. Does related work as required. Typical Work Activities Assists in developing strategies to minimize or accommodate the impact of State policies, and other governmental or financial agency policies; Assists with departmental initiatives designed to improve efficiency and cost effectiveness of services; Performs data needs analysis and develops plans to meet those needs; Recommends improvements in work procedures; Analyzes information and evaluates results to choose the best solutions to problems; Supports the external audit process; Leads or facilitates meetings with staff; Analyzes and maps fiscal and business processes and procedures; Identifies and assesses potential solutions to technical and business issues; Interviews employees to determine system needs and current business processes; Trains employees in using automated systems; Serves as a liaison with departmental staff to assess their information needs and to provide support. Knowledge, Skills, and Abilities Good knowledge of effective organizational and management principles and practices. Good knowledge of best practices for internal control procedures. Ability to relate well with others in working relationships in a team environment. Ability to gather and analyze data and draw logical conclusions. Ability to identify existing and anticipated procedural issues and recommend appropriate solutions. Ability to express ideas clearly and concisely and to prepare reports of studies and analyses for use in the operations of the business. Minimum Qualifications A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a masters degree in business administration, accounting, or operational management or a closely related field and (2) years of professional level work experience, or its part-time equivalent, in financial administration, business or organization management; program planning and development in government, administrative or financial analysis, management planning or in a closely related field, or; B) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in business administration, accounting, or operational management or a closely related field and four (4) years of paraprofessional or professional level work experience, or its part-time equivalent, in financial administration; business or organization management; program planning and development in government; administrative or financial analysis, management planning or in a closely related field; or, C) An equivalent combination of training and experience as defined by the limits of A and B.
