Compliance & Regulatory Administrator
Position Summary
The FHARPS Compliance & Regulatory Administrator provides operational, administrative, and compliance support for the Forensic Housing and Recovery through Peer Services (FHARPS) program. This position is responsible for ensuring programmatic compliance with Health Care Authority (HCA) contract requirements, FHARPS program standards, and evolving program manuals and logic models. The role serves as a central point of coordination for data management, quality assurance, referral processes, training needs, stakeholder collaboration, and internal program oversight.
Working closely with the Program Director, this position develops systems and processes that ensure contract compliance, service quality, accurate documentation, and successful housing outcomes for program participants. Serves as a key liaison with state hospitals, regional jails, HCA representatives, internal staff, and external partners.
Essential Duties and Responsibilities
Program Compliance and Quality Assurance
- Monitor and ensure adherence to FHARPS contract requirements, HCA expectations, program manuals, and evolving logic models.
- Conduct monthly internal compliance reviews to evaluate:
- Statistics and performance indicators.
- Housing plans and housing outcomes.
- Service documentation quality and compliance.
- External referral tracking and outcomes.
- Housing placement rates and program effectiveness measures.
- Develop and maintain quality assurance processes, internal controls, and checks and balances to support program integrity.
- Recommend and implement procedural updates to maintain compliance with changing HCA expectations and guidance.
- Coordinate program site visits in partnership with the Program Director.
- Participate in contract monitoring activities and support corrective action planning when necessary.
Program Operations and Administrative Oversight
- Provide administrative support focused on program compliance and operational effectiveness.
- Serve as primary point of contact for Forensic Navigators and Diversion Navigators regarding program processes and compliance matters.
- Provide backup support for internal referral management and monitoring of the FHARPS Referrals Inbox.
- Assist with daily program operations and respond to staff requests and operational needs as required.
- Provide backup support for manager-level functions, including review of check requests and administrative approvals.
- Attend weekly and monthly team meetings when applicable.
Data Management and Reporting
- Serve as a back-up to the Director for FHARPS contacts and for HCA-related data reporting and compliance requirements.
- Collaborate closely with internal Data Specialists to ensure contract adherence and reporting accuracy.
- Conduct weekly audits and quality reviews of FHARPS data tracking systems, including PDAMS and other program databases.
- Develop, monitor, and maintain data tracking systems to ensure performance metrics are accurately captured and reported.
- Analyze program trends and outcomes to support program planning and continuous quality improvement.
- Ensure timely and accurate submission of data deliverables.
Stakeholder and Systems Coordination
- Maintain collaboration with state hospitals, regional jails, community partners, and referral sources.
- Coordinate statewide FHARPS referrals and out-of-region housing placements.
- Review and manage WATCH and JIS link reports on a daily basis.
- Facilitate communication between FHARPS staff, hospitals, correctional facilities, and community stakeholders.
- Participate in FHARPS-related meetings, including:
- FHARPS Administrative Meetings
- Trueblood Collaborative Meetings
- FPATH Meetings
- Jail Re-Entry Meetings
- Paralegal Drop-In Sessions
- Other state and regional FHARPS meetings
Program Development and Performance Management
- Partner with the Program Director to develop program goals, objectives, and strategic initiatives.
- Identify program-specific training needs and coordinate training opportunities to strengthen staff performance and compliance.
- Monitor program outcomes and performance measures to ensure achievement of contract goals.
- Develop recommendations for process improvements and operational efficiencies.
- Assist with implementation of new program requirements and operational changes.
Referral and Eligibility Coordination
- Work with the Referral Coordinator to monitor referral processes to ensure timely review and coordination of services.
- Conduct weekly cross-checks between the FPATH eligibility list and regional jail populations to identify individuals eligible for services.
- Support referral coordination and outreach to eligible participants.
- Ensure referral tracking systems are complete, accurate, and compliant with program standards.
Fiscal and Administrative Support
- Assist with administrative tracking and documentation related to program expenditures and operational activities.
- Support fiscal accountability through routine review processes and internal controls.
- Serve as a back-up to Program Director administrative functions when applicable
Qualifications
Education
- Masters degree in Social Services, Public Administration, Criminal Justice, Behavioral Health, Healthcare Administration, or related field, with 3+ years of experience preferred
- Equivalent combination of education and experience may be considered.
Experience
- Minimum three years of experience in behavioral health, housing services, forensic services, corrections, social services, program administration, or contract compliance.
- Experience with government-funded programs and contract management preferred.
- Experience working with data systems, reporting requirements, quality assurance processes, and performance metrics.
- Experience collaborating with correctional facilities, hospitals, behavioral health providers, or public systems preferred.
Knowledge, Skills, and Abilities
- Strong understanding of program compliance, quality assurance, and contract monitoring principles.
- Ability to interpret and implement state contract requirements, program manuals, and policy changes.
- Strong analytical and data management skills.
- Experience with database management and reporting systems.
- Excellent organizational and project coordination abilities.
- Ability to manage multiple priorities in a fast-paced environment.
- Strong written and verbal communication skills.
- Ability to collaborate effectively with internal and external stakeholders.
- Proficiency with Microsoft Office applications and data tracking systems.
Supervisory Responsibilities
- Provides administrative and compliance-focused support of program operations.
- Supports staff accountability through monitoring, coaching, quality assurance reviews, and procedural guidance.
