CONNALLY INDEPENDENT SCHOOL DISTRICT JOB TITLE: Chief of Police WAGE/HOUR: Exempt/Professional
REPORTS TO: Superintendent PAY GRADE: 5 / $75,095 - $104,981
DEPARTMENT: District Police Department DAYS: ROLE AND PURPOSE:
As Chief of Police, you will work unbiasedly to ensure all students, staff and families are safe and secure -
physically, emotionally, and technologically. The Chief of Police plans, directs and coordinates the overarching
initiatives and the daily activities of the District Police Department, including establishing departmental goals and
initiatives while delivering efficient, innovative and effective public safety services to the community. Most
importantly, you'll show bravery in times of urgency. QUALIFICATIONS:
Education/Certification:
- Active Texas Peace Officer license (TCOLE) and must remain in good standing
- Meets Texas peace officer minimum standards required for commissioned school district officers
- Police Chief training (LEMIT/Bill Blackwood Institute):
- 80 hours of "New Chief" training within 2 years of first appointment as chief
- 40 hours of chief continuing education every 24 months thereafter
- School-based law enforcement / school safety training (TCOLE-approved):
- Completion of the required school-based program (commonly at least 16 hours) before or within 180 days
of assignment/commission, unless the officer qualifies for a recognized exemption/equivalent training
pathway
- Oath + bond for commissioned school district peace officers:
- Must take the required oath and execute a $1,000 bond payable to the board of trustees
- High school diploma/GED minimum
- Associate's or Bachelor's degree preferred SPECIAL KNOWLEDGE/SKILLS:
- Deep knowledge of applicable laws, ordinances, and board policy requirements; consistent, unbiased
enforcement within an educational setting.
- Expertise developing and delivering emergency preparedness trainings (e.g., drills, incident command,
crisis response) for officers and district personnel.
- Thorough understanding of firearms safety, safe handling/use protocols, and department-wide compliance
training.
- Strong internal affairs/complaint investigation capability impartial review of allegations against
officers/staff and implementation of corrective actions.
- Advanced competence in records management and reporting: maintaining accurate physical/digital records,
incident reports, activity reports, and arrest-related documentation. - Experience supervising, evaluating, and developing sworn and non-sworn personnel; clear expectations,
coaching, and performance accountability.
- Demonstrated hiring and disciplinary decision-making (including recommendations for hiring/firing)
aligned with policy, best practice, and fairness.
- Proven ability to direct and coordinate a school security services program across multiple facilities/sites.
- Experience interpreting state audits or compliance reviews of facilities and translating findings into
prioritized, actionable security recommendations.
- Ability to partner effectively with operations/facilities leadership to drive structural and environmental
security improvements in highest-need locations.
- Calm, decisive leadership under pressure demonstrated bravery and sound judgment during urgent, high-
stakes incidents impacting student and staff safety. MAJOR RESPONSIBILITIES AND DUTIES:
I. DEPARTMENT MANAGEMENT
- Direct the daily operations of the police department to ensure effective law enforcement,
- Coordinate enforcement activities with outside law enforcement agencies, other department directors and
facility managers,
- Work cooperatively to develop and implement preventative security programs,
- Investigate and make recommendations on all complaints and accusations made against department police
officers and staff.
II. SAFETY
- Ensure enforcement of all laws and ordinances within the scope of board policy and the district,
- Oversee investigation of criminal activities occurring within the designated jurisdiction,
- Serve as liaison to state and local law enforcement agencies and juvenile authorities, serve as a law
enforcement representative on assigned committees and task forces.
III. LAW ENFORCEMENT
- Develop department safety procedures including emergency trainings, and safe handling and use of
firearms,
- Follow safety protocols and emergency procedures.
IV. ADMINISTRATION
- Compile and administer department budget, based on documented needs and ensure operations are cost-
effective and funds are managed wisely,
- Compile, maintain, and file all physical and computerized reports, records, and other documents required,
including affidavits for arrest, incident reports, and activity reports.
V. SUPERVISION
- Supervise, evaluate, and recommend the hiring and firing of police officers, security guards, and other
department staff.
VI. CONTINUOUS IMPROVEMENT
- Direct and coordinate the district school security services program,
- Evaluate state audits of all district facilities, provide recommendations and rationale for iteration upon
current state of security,
- Work in tandem with district leaders to complete structural improvement of highest-need facilities. MENTAL DEMANDS/PHYSICAL DEMANDS/ENVIRONMENTAL FACTORS
- Tools/Equipment Used: Standard office equipment, including computer and peripherals. - Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling,
and twisting.
- Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
- Lifting: Occasional light lifting and carrying (less than 15 pounds).
- Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.
- Attendance: Regular and punctual attendance at the worksite is required for this position.
- Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
- Follows adopted policies and procedures in accordance with School Board priorities
- Conducts oneself in the best interest of students, in accordance with the highest traditions of public education
