Tazewell County Job DescriptionJob Title: GIS Tech, Legal Description ClerkDepartment: Supervisor of AssessmentsReports to: Supervisor of AssessmentsFLSA Status: Non-ExemptAffiliation: Union – Teamsters Unit BGrade: 11Prepared Date: November 14, 2022SUMMARY: Appointed by the Supervisor of Assessments and under the direct supervision & direction of the Supervisor of Assessments and their designee. Create, maintain, and edit multiple layers of information in the GIS database. Create and amend new polygons representing real property through complex software and processes and through the interpretation of legal documents and surveys. Create parcels by using vector-based tools. This position is critical for accurate transfer information processes and accurate quantitative values in the Supervisor of Assessments Office.JOB RELATIONSHIP: Under the direct supervision & direction of the Supervisor of Assessments and their designee.PRIMARY DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned to meet business needs.• Create new polygons on Geo-data base using ESRI software products and utilizing independent decision making.• Edit, create, or maintain multiple layers of GIS information using ESRI software and using data from a variety of sources.• Analyzes existing GIS layers.• Correct errors in base layer maps when superseding legal documents when they call for changes.• Perform time sensitive review of all recorded documents representing sales of Tazewell County properties.• Assign PIN numbers to all parcels.• Process all new subdivisions by dividing parcels into lots using GIS software and tools.• Analyze GIS data to print specific map types for a variety of problem solving situations.• Combine or split parcels when requested per deed.• Contact attorneys and title companies concerning discipline flaws which conflict with GIS database.• Create additional map projects per request.• Quality control by reviewing GIS layers for accuracy.• Perform other assigned tasks as required.SUPERVISORY RESPONISIBILITIES: No supervisory duties.QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.EDUCATION and /or EXPERIENCE: A Two-Year College Degree or Technical School Degree in GIS from an accredited college or four (4) years equivalent combination of education and experience.MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure using whole numbers, common fractions, and decimals. Calculate figures and amounts such as discounts, commission, proportion, percentages, area, circumferences, and volume.CERTIFICATES, LICENSES, REGISTRATIONS: Certified in GIS.REASONING ABILITY: Ability to carry out detailed written or oral instructions and to deal with different situations requiring the use of deduction to solve the problem.LANGUAGE SKILLS: Ability to read and comprehend simple instructions, short correspondence, memos and to verbalize effectively. Ability to write simple correspondence and to effectively present information to co-workers and the general public. Requires considerable skill in the application of office methods and procedures.PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
