From site selection to data center construction and operations, Stream develops wholesale colocation capacity and build-to-suit facilities for hyperscale and enterprise users in major markets across the United States. Additionally, Stream sources and develops low-risk land sites for optimum data center development and provides energy procurement services with a focus on reducing market risk and providing low-cost renewable energy options. 

Stream Data Centers is seeking a Director, Talent Acquisition to build and scale a best-in-class talent acquisition function in support of the company's continued national growth. Reporting directly to the Chief Human Resources Officer (CHRO), this leader will design and execute an enterprise-wide talent acquisition strategy, stand up scalable recruiting infrastructure, and build and develop a high-performing talent acquisition team capable of sourcing, engaging, and closing top talent across corporate, technical, construction, and data center operations roles nationwide. This is a highly visible, strategic role for an experienced talent acquisition leader who thrives in a fast-growing, high-performance environment and is energized by the opportunity to build modern, data-driven talent acquisition capability from the ground up.

RESPONSIBILITIES :

• Partner with the CHRO and senior leadership to develop and execute a comprehensive talent acquisition strategy aligned with Stream's growth objectives and workforce plan.
• Build, lead, and develop a high-performing talent acquisition team, establishing clear goals, accountability, and career development paths.
• Own full-cycle recruiting outcomes across all levels and functions — corporate, technical, construction, and data center operations — with direct personal ownership of executive and hard-to-fill searches.
• Own the design and execution of college partnership and early-career recruiting programs, building relationships with universities, community colleges, and technical/trade schools in each of Stream's operating markets.
• Build and scale workforce pipeline programs — internships, apprenticeships, co-ops, and rotational programs — that create a sustainable, renewable talent pipeline for both corporate and data center operations/technical roles.
• Develop creative, locally-tailored pipeline strategies for each market Stream operates in, recognizing that talent availability and workforce needs differ by site and region.
• Partner with local workforce development boards, trade associations, and community organizations to build talent pipelines for critical, hard-to-source roles (e.g., electrical, mechanical, and critical facilities talent).
• Track and report on pipeline program effectiveness — conversion to hire, retention of program hires, and program ROI — as a core input to long-term workforce planning.
• Design and implement scalable, repeatable recruiting processes, workflows, and service-level agreements that support rapid, quality hiring as the company scales.
• Establish and monitor talent acquisition metrics and dashboards (time-to-fill, cost-per-hire, quality-of-hire, pipeline conversion, diversity of slate) to drive continuous improvement and inform leadership decision-making.
• Own the selection, implementation, and optimization of the applicant tracking system (ATS) and broader recruiting technology stack, including AI-enabled sourcing, candidate matching, and interview support tools — improving speed and candidate experience while proactively managing algorithmic bias and compliance risk.
• Lead employer branding and talent marketing initiatives that position Stream as an employer of choice within the data center and technology industries.
• Manage relationships with executive search firms, staffing agencies, and other third-party recruiting vendors, ensuring quality, value, and appropriate cost management.
• Partner closely with HR Business Partners, Total Rewards, and hiring managers to ensure competitive, market-informed offers and a seamless candidate-to-employee transition.
• Train hiring managers and hold them accountable for consistent, high-quality interviewing practices and timely hiring decisions.
• Champion a best-in-class candidate experience, including structured feedback loops and response-time standards, recognizing its impact on Stream's reputation in local labor markets.
• Stand up rapid-hiring capability to support new site launches, market expansions, and acquisitions, scaling recruiting capacity quickly without sacrificing quality.
• Own the talent acquisition budget, including headcount planning, vendor spend, and recruiting marketing investment, and report regularly on progress to the CHRO and executive team.
• Serve as a strategic advisor to the CHRO and business leaders on labor market trends, wage pressures, and competitor hiring activity across Stream's markets.
• Ensure compliance with all applicable federal, state, and local employment laws and regulations across the full hiring lifecycle.

Requirements

MINUMUM QUALIFICATIONS:

• Bachelor's degree in Human Resources, Business Administration, or a related field; equivalent professional experience will be considered in lieu of a degree.
• 10+ years of progressive talent acquisition experience, including at least 5 years in a talent acquisition leadership role managing a team of recruiters.
• Proven track record building and scaling a talent acquisition function within a high-growth, multi-site, or geographically distributed organization.
• Demonstrated experience recruiting across a broad mix of roles, from corporate and professional positions to technical, operational, and construction or field-based positions.
• Deep expertise in modern sourcing strategies, employer branding, and full-cycle recruiting best practices.
• Hands-on experience with applicant tracking systems (ATS) and recruiting analytics and reporting tools.
• Strong executive presence with a demonstrated ability to partner effectively with senior leaders, including C-suite executives.
• Excellent communication, negotiation, and stakeholder management skills.
• Proven ability to lead, coach, and develop a team of recruiting professionals.
• Ability to commute to our Frisco, TX headquarters regularly throughout the work week.

PREFERRED QUALIFICATIONS:

• Master's degree in Human Resources, Business Administration, or a related field.
• Experience in the data center, critical infrastructure, real estate, construction, or engineering industries.
• Experience recruiting for hyperscale, wholesale colocation, or capital-project-driven organizations.
• SHRM-SCP, PHR/SPHR, AIRS, or other relevant HR or talent acquisition certification.
• Experience implementing or optimizing an ATS or HRIS platform (e.g., Workday, iCIMS, Greenhouse, SAP SuccessFactors).
• Familiarity with workforce planning, succession planning, and organizational design principles.
• Experience building diversity sourcing strategies and partnering with community and industry organizations to expand talent pipelines.
• Experience building early-career, campus, or workforce pipeline programs, ideally within a technical, skilled-trades, or infrastructure-driven industry.
• Experience leveraging AI-enabled recruiting tools and technologies to improve sourcing, screening, and candidate engagement.
