Job Summary
Under the direction of the Vice President of Safety & Impact, the Licensing & Impact Lead is responsible for
leading organizational efforts related to child care licensing compliance, program quality, and continuous
improvement in alignment with Washington State Department of Children, Youth & Families (DCYF)
regulations and Boys & Girls Clubs of Snohomish County (BGCSC) standards.
The Licensing & Impact Lead serves as the organization’s subject matter expert on licensing compliance,
providing leadership, coaching, and technical assistance to Club staff while overseeing licensing readiness,
quality assurance, and continuous improvement initiatives. This role partners closely with Club leadership to
ensure safe, high-quality programs that meet regulatory licensing requirements and organizational
expectations.
Job Duties
Serve as the primary organizational resource on Washington State DCYF child care licensing
regulations, organizational licensing standards, and compliance best practices.
Lead licensing readiness efforts by conducting internal reviews, mock inspections, licensing audits, and
compliance monitoring across Licensed Club locations.
Conduct regular site visits to evaluate licensing compliance, health and safety practices, program
quality, and operational consistency.
Partner with Unit Directors and leadership teams to develop, implement, and monitor compliance
agreement plans resulting from licensing inspections or identified compliance concerns.
Interpret licensing regulations and communicate updates, expectations, and best practices to Club
leadership and staff.
Support new licensed program offerings and licensing application processes.
Develop, maintain, and improve licensing systems, documentation, tools, and resources that support
organizational compliance.
Coach, mentor, and provide technical assistance to Club leaders and staff regarding licensing
requirements, DSHS billing, MERIT – Washington’s Professional Development & Workforce Registry,
and operational best practices.
Develop and facilitate training related to licensing regulations, DSHS billing, health and safety, active &
engaged supervision, risk management, and quality improvement.
Analyze licensing findings, quality assessments, incident reports, and operational data to identify
trends and recommend organization-wide improvements.
Collaborate with the Vice President of Safety & Impact to implement continuous quality improvement
initiatives that strengthen safety, compliance, and youth outcomes.
Monitor compliance agreements and ensure timely completion of follow-up actions to maintain
licensing compliance.
Prepare reports and communicate licensing trends, risks, recommendations, and compliance status to
organizational leadership.
Participate in safety and incident reviews when licensing or regulatory implications are identified and
recommend preventative strategies.
Build and maintain positive working relationships with licensing agencies, internal and external
partners.
Support organization-wide initiatives, strategic projects, and special events as assigned.
Perform other duties as assigned and meet deadlines and expectations established by organizational
leadership.
Job Qualifications
Bachelor’s degree in Early Childhood Education, Education, Human Services, Youth Development,
Public Administration, or a related field preferred (or equivalent experience).
Meet Washington DCYF qualifications for a Program Director, including completion of 45 college
credits at the 100-level or higher, or an equivalent combination of education and experience as
recognized by DCYF.
Minimum of 3 - 5 years of experience in licensed child care, youth development, licensing compliance,
program quality, or a related field.
Demonstrated knowledge of Washington State DCYF child care licensing regulations and licensing
compliance practices.
Experience conducting licensing reviews, compliance audits, quality assessments, or operational
evaluations preferred.
Demonstrated experience providing coaching, training, and technical assistance to staff and
organizational leaders; multi-site or multi-program experience preferred.
Strong understanding of youth development principles, trauma-informed practices, and creating safe,
inclusive environments.
Excellent organizational, analytical, and project management skills with the ability to manage multiple
priorities and meet deadlines.
Strong written, verbal, and interpersonal communication skills.
Current Washington State DCYF Approved Trainer credential, or willingness and ability to obtain the
credential within an established timeframe.
Proficiency with Google Workspace, data management systems, and reporting tools; experience with
MyClubHub or similar systems preferred.
Ability to analyze trends, solve problems, and implement continuous improvement strategies.
Demonstrated commitment to diversity, equity, and inclusion in all aspects of leadership and program

Valid Washington State driver’s license with the ability to travel regularly between Club locations.
CPR/First Aid certification (or ability to obtain upon hire).
Ability to pass required background checks and meet all state licensing requirements.
Physical Requirements
Ability to stand and walk for extended periods throughout the workday, with or without reasonable
accommodation.
Ability to occasionally lift and/or move up to 20 pounds, with or without reasonable accommodation.
Ability to perform tasks requiring fine motor skills, including use of hands and fingers, with or without
reasonable accommodation.
