Senior Business Analyst

Job Summary:

The Pennsylvania Public Utility Commission (PA PUC) is seeking a Senior Business Analyst to lead the requirements gathering, design, and testing efforts for a critical modernization project of the CAI application. This role involves collaborating with business unit experts to identify system improvements, ensuring key functionalities are retained and migrated, and supporting the delivery of a modernized solution that meets compliance and security standards. Responsibilities:

• Document existing CAI application requirements and verify all key functionalities are captured.
• Prioritize requirements and link them to legislative and policy mandates where applicable.
• Collaborate with business units to recommend system improvements and propose new features that add business value.
• Translate business requirements into clear user stories with defined acceptance criteria in partnership with the Product Manager.
• Assist in analyzing technical approaches including platform, architecture, and integration decisions.
• Ensure the technical delivery team clearly understands business requirements.
• Support change management, user adoption, and training efforts related to the modernized solution.
• Ensure compliance with Commonwealth and PA PUC standards for security, accessibility (WCAG), data privacy, and regulatory requirements.
• Identify risks, dependencies, and impediments, providing regular status updates and recommendations to IT leadership and business sponsors.
• Lead and coordinate User Acceptance Testing (UAT) to verify system functionality.

Required Skills & Certifications:

• Minimum 7 years of Business Analyst experience, including at least 3 years as a Senior Analyst.
• Strong experience analyzing legacy applications and leading digital transformation requirement gathering.
• Proficiency in gathering requirements and translating them into user stories.
• Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps or Jira.
• Experience with testing large projects and leading UAT efforts.
• Excellent written and verbal communication skills for both technical and non-technical audiences.
• Strong organizational and prioritization skills to manage competing demands.

Preferred Skills & Certifications:

• Experience with enterprise application modernization, including migrating from legacy platforms to modern architectures.
• Expertise in process improvement and business process reengineering.
• Knowledge of accessibility standards (WCAG 2.1) and public-sector compliance requirements.
• Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
• YAFOS Certification.

Special Considerations:

• Contractors are prohibited from taking or using government equipment outside of the United States; violation results in immediate termination and ineligibility for rehire.

Scheduling:

• Hybrid work schedule requiring presence in the Pennsylvania office 2 days per week, including Wednesdays.
• Remote work allowed for the remaining 3 days of the workweek.
