CYBER OPERATIONS PLANS ANALYST

Summary This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does not convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. The position is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA DOD CYBER DEFENSE COMMAND (DCDC) – DIRECTORATE FOR FUTURE PLANS (J5) (ORG JH953). Duties Directs strategic coordination with external partners and technical experts to develop unified approaches to complex cybersecurity planning and strategy. Provides expert strategic consulting for the development, review, and integration of cybersecurity initiatives into enterprise‑wide strategic plans and project roadmaps. Directs multi‑disciplinary planning teams to align cybersecurity infrastructure and risk analysis with organizational goals to refine high‑level project strategies. Directs the development of enterprise‑level policy and strategy, representing the organization in national forums while authoring and reviewing key governance and regulatory frameworks. Leads post‑project analysis to assess strategic outcomes and integrates key takeaways into future planning to better address the shifting landscape of cybersecurity threat. This national security position may require access to classified information and requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination. In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months. This position requires a Top Secret/SCI security clearance. Drug testing position. Qualifications To qualify for this position at the GG‑14 level, you must have at least one year of experience that demonstrates the competencies necessary for immediate success. Qualifying experience includes providing expert operational‑level consultation for the development and integration of campaign plans; leading joint planning groups with interagency and international partners; and advocating for organizational positions on cyberspace strategy, policy, or doctrine in joint and national‑level forums. No substitution of education for the qualifying experience at the GG‑14 grade level is permitted.
