Summary

This position is part of the Office of Environment, Health, Safety, and Security, Department of Energy. As an Interdisciplinary General Engineer/Physical Scientist, you will serve as the subject matter expert in the policies and procedures governing DOE information classification and control. You will manage DOE on-site evaluations of the classification and Unclassified Controlled Nuclear Information programs to ensure compliance with applicable national directives and DOE policies and orders.

The mission of the Office of Environment, Health, Safety and Security (EHSS) as the Department's central organization, is to be responsible for health, safety, environment, and security; providing corporate-level leadership and strategic vision to coordinate and integrate these vital programs. EHSS is responsible for policy development and technical assistance; safety analysis; and corporate safety and security programs. EHSS advises DOE Senior Leadership on all matters related to environment, health, safety and security across the complex.

As an Interdisciplinary General Engineer/Physical Scientist. you will:

• Manage multi-site evaluations of information classification and control programs to ensure federal headquarters, field elements, and contractor organizations comply with national nuclear security policies and directives by planning and coordinating on-site reviews.
• Perform quality control reviews and processes appeals of classified, declassified, and unclassified controlled nuclear information to determine appropriate public disclosure, by systematically analyzing documents under the Freedom of Information Act and Mandatory Declassification Review requirements.
• Prepare and coordinate comprehensive inspection reports with observations and finding supported by national classification and controlled information policies and requirements.
• Evaluate classification decisions on documents containing nuclear weapons and related technologies and security related information to determine if classification guidance provided by government agencies was accurately applied and provide detailed analysis of any issues identified and their potential damage to national security.

• In addition, if selected, you will be required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
• This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
• This position is not included in a Bargaining Unit.

• Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.

Qualifications

You must meet both the "Basic Requirement" and the "Specialized Experience" to qualify for this series as described below. Please see "Education" section for the Basic Requirement.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

1. Applying national policies, statutes, and directives governing the classification, declassification, and control of sensitive information to include classified national security information, Restricted Data, Formerly Restricted Data, and Unclassified Controlled Nuclear Information.
2. Reviewing and analyzing technical or security-related documents to evaluate risks to national security and determine public releasability under Freedom of Information Act (FOIA) or Mandatory Declassification Review (MDR) protocols.
3. Conducting technical compliance audits, evaluations, or appraisals of classification and information control programs within headquarters, field offices, or contractor organizations.

Education cannot be substituted for specialized experience at the GS-13 grade level.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This vacancy has a positive education requirement. In order to be rated as qualified, you must provide copies of your college transcripts. Failure to provide copies of your college transcripts may result in a rating of "Ineligible". Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education. BASIC REQUIREMENT FOR 0801 SERIES:

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

- OR -

Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

BASIC REQUIREMENT FOR 1301 SERIES:

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

- OR -

Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
