Position:


The Idaho Department of Environmental Quality (DEQ) is hiring a Solid Waste Engineer for the State Office in Boise.


Positions established at the staff engineer level may be underfilled at the associate or engineer-in-training levels. After successfully completing a training plan, meeting the minimum qualifications for the staff engineer level, and receiving a professional engineering license, the employee will be reclassified and compensated as a staff engineer.


Engineer Staff: $38.00-$40.10


Associate Engineer Salary Range: $32.50-$34.50


Engineer in Training Salary Range: $30


Responsibilities:
• Conduct technical and engineering reviews of solid waste applications, plans, and other solid waste facility submittals under the Idaho Solid Waste Facilities Act, Title 40; Code of Federal Regulations, Part 258 (40 CFR Part 258); the Idaho Solid Waste Management Rules; the EPA MSW Landfill Criteria Technical Manual; and other relevant guidance.
• Evaluate engineering designs, hydrogeologic investigations, environmental monitoring systems, and other engineering components to determine compliance with applicable federal and state statutes, rules, guidance, and accepted engineering practices.
• Prepare technical engineering review comments, recommendations, conditions for approval, and correspondence necessary for processing submittals following regulatory time-frames.
• Participate in pre-application meetings with applicants, consultants, and facility owners to discuss regulatory requirements, engineering expectations, and application completeness.
• Assist with the development and periodic revision of engineering guidance documents, technical procedures, document templates, standard operating practices, and application submission procedures.
• Provide recommendations to the Solid Waste Program Manager for decision-making on non-routine or complex technical design matters.
• Assist facilities with questions pertaining to compliance with solid waste design regulations.
• Remain current on developments in landfill engineering, environmental monitoring, groundwater protection, waste management technologies, and applicable state and federal regulations.


Engineer Staff: $38.00-$40.10


Minimum Qualifications:


Licensed in Idaho as a Professional Engineer (PE)


Or Eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12 AND Valid driver's license


AND;


Experience:

• Analyzing, interpreting and applying federal, state and local laws when applying professional engineering principles and practices. This is typically gained by Possession of a professional engineering license. (Note: this should include 4 years of experience to obtain the PE OR 3 years of experience plus 1 year of education as a full-time engineering student at the Master's level.) Experience should show a basic knowledge of related laws. This could be gained in EIT courses; training courses relating specifically to understanding and applying such laws; completion of college level coursework and work experience where they actually had to apply laws.

• Writing technical engineering reports; This is typically gained by possession of a professional engineering license. (Note: this should include 4 years of experience to obtain the PE OR 3 years of experience plus 1 year of education as a full-time engineering student at the Master's level.)

• Evaluating, selecting and adapting standard engineering plans, specifications and standards in completing projects; Typically gained by possession of a professional engineering license. (Note: this should include 4 years of experience to obtain the PE OR 3 years of experience plus 1 year of education as a full-time engineering student at the Master's level.)

• Coordinating field work and inspecting projects or facilities for compliance with standards. Typically gained by two years of experience coordinating field work and inspecting projects or facilities for compliance with standards. Include if you determined one of the following: if the project or facility was built according to plans; if it was being maintained according to standards; or if it was in compliance with regulations

Associate Engineer Salary Range: $32.50-$34.50


Minimum Qualifications:


Candidates must have one of the following: Certification by the Idaho Board of Professional Engineers as an Engineer-in-Training OR certification from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET):


AND Two years of E.I.T. experience: reading and interpreting engineering plans, specifications, and standards on projects; interpreting and applying federal, state, and local laws, when applying standard engineering principles and practices; coordinating field work and inspecting projects or facilities for compliance with standards.


AND Valid driver's license


Engineer in Training Salary Range: $30


Minimum Qualifications:


Candidates must meet one of the following qualifications:

• Graduation from a four-year Engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) PLUS within six (6) months of hire receive certification by the Idaho Board of Professional Engineers as an Engineer Intern

• OR Certification as an EIT from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET)

• OR graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) PLUS verification that the candidate has passed the Fundamentals of Engineering Examination.
• AND Valid driver's license.

Physical Requirements (with or without reasonable accommodation)
• Ability to sit and work on a computer for 2-4 hours at a time.
• Ability to bend and reach for filing purposes.
• Some periods of heavy reading and typing are required.
• Ability to lift 30 pounds when working with file boxes.
• Must have a valid driver's license.
• Ability to climb ladders, staircases, work on uneven terrain.
• Ability to work in adverse or inclement weather.
• Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.
• Occasional travel required.
• May work in the vicinity of loud noise.
• May come into contact with hazardous waste/materials.


Required Licensure or Certifications:


You must identify your PE#, and State of issuance if other than Idaho, on your resume to be eligible for this position.
