Senior Project Manager - Construction

Under the direction of the Director, Construction & Development, the Senior Project Manager, Construction and Development is responsible for the overall planning, coordination and direction for construction management activities on projects to ensure they are on time, budget, schedule, cost, and project performance to prevent any deviations from the contract requirements. Projects may include large‑scale tribal, casino, hotel, entertainment, retail, restaurant, parking or other mixed‑use venues. The role involves major and minor remodels, property and office renovations and new construction projects within and related to the casino facilities and hotel properties. He/she assists in the planning and direction of day‑to‑day operations and long‑term strategic direction of construction projects. ESSENTIAL DUTIES AND RESPONSIBILITIES Manages and administers project controls, cost, and performance activities and procedures, providing oversight of project logistics, organization, safety, and manpower utilization. Performs a key role in project planning, budgeting, and resource identification. Reviews and approves project accounting functions including budget management and cost tracking, minimizing exposure and risk. Ensures construction activities follow the predetermined schedule. Communicates effectively with contractors responsible for various project phases. Oversees coordination among architects, consultants, contractors, sub‑contractors, and laborers. Monitors progress regularly, visits work sites using a company vehicle, and holds status meetings with sub‑teams. Prepares and submits budget estimates, progress and earned‑value reports, and cost‑tracking analyses. Maintains strict adherence to budgetary guidelines, quality, and safety standards. Performs regular inspections of construction sites to monitor compliance with building and safety codes and regulations. Ensures effective contract administration, including generation, review, management, and monitoring of prime contracts, sub‑contracts, change orders, cost forecasts, and related documentation. Establishes internal controls at each stage. Identifies design and construction elements likely to lead to disputes or claims. Acts as a key link with clients and reviews deliverables. Negotiates contracts and revisions with architects, suppliers, and subcontractors. Develops and implements quality‑control programs. Responds to delays, bad weather, or emergencies at construction sites. Investigates damage, accidents, or delays to ensure proper procedures are followed. Plans, organizes, and directs activities related to construction of structures, facilities, and systems. Evaluates construction methods and determines cost‑effectiveness. Assists in drafting specifications for construction, repair, or modification projects for selection and award of contracts. Prepares Requests for Proposal and Requests for Quotes. Coordinates capital construction activities, ensuring all phases meet specifications and minimize disruption to the Reservation or Casino. Prepares bid analyses and prepares vendor recommendation action items for approval and contracting. Monitors activity to meet budget, timeframes, and compliance with requirements. Documents activities and reviews construction‑related information for completeness. Performs other duties as assigned to support efficient operation of the department. EDUCATION, EXPERIENCE AND QUALIFICATIONS Bachelor of Science Degree in architecture, development, engineering, or construction management is required. Minimum of ten (10) years of progressive, responsible experience on a construction management team supervising or managing high‑impact construction projects. Experience with large remodel and casino‑based projects is highly desired. Relevant, direct experience may be considered in lieu of the minimum educational requirement. KNOWLEDGE, SKILLS AND ABILITIES (KSA) Adaptable to change and capable of handling a sizable workload. Works with a sense of urgency, thriving under pressure in a collaborative team environment. Ensures projects remain on schedule, concluding successfully on time and on budget. Organizes and administers construction management from pre‑construction through final punch‑list. Experienced with overall construction management of complex projects from pre‑construction through final punch‑list and delivery. Possesses advanced knowledge of construction estimating, cost, project controls/scheduling, documentation, engineering, and construction principles. Applies thorough understanding of contracts, documents, drawings, and specifications. Has a good understanding of MEP building systems. Thorough knowledge of legal issues and safety standards is essential. Current knowledge of local, state, and federal building and fire codes. Familiarity with AutoCAD is desirable. Technical experience with Microsoft Office tools (Word, Excel, Outlook, PowerPoint) and project management software such as MS Project. LICENSES, CERTIFICATIONS AND REGISTRATIONS May be required to obtain and maintain a gaming license at the discretion of the San Manuel Tribal Gaming Commission. Professional Engineer (PE) license, Project Management Professional (PMP) certification, and/or California contractor license are preferred. Authorized driver: Requires operation of Tribe‑owned vehicles or patron vehicles. A valid driver’s license with an acceptable driving record is required. PHYSICAL REQUIREMENTS/ WORKING CONDITIONS – ENVIRONMENT Primary work environment is a climate‑controlled office setting. Work requires travel for meetings, trade shows, and conferences. Incumbents may be required to work evenings, weekends, and holidays. Must operate in a fast‑paced, high‑demand environment. Strength sufficient to exert up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or move objects up to 40 pounds occasionally. Sedentary work: predominantly sitting, using a computer and related office equipment. Physical activities include balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions. Hearing sufficient for conversations in person, via videoconference, and over the telephone. Speech sufficient for clear communication in person, front of groups, in meetings, via videoconference, and over the telephone. Visual acuity must allow preparation and analysis of data, transcription, and computer screen operation. Mobility sufficient to move safely in an office, walk, stoop, bend, kneel, and operate a motor vehicle for travel to events, meetings, conferences, trade shows, and San Manuel properties. Endurance sufficient to sit, walk, and stand for extended periods and maintain efficiency throughout work shifts. Exposure to fumes, airborne particles, or secondhand smoke may occur.
