Assistant Finance Officer

An employee in this position is responsible to the Executive Director of School Finance for the daily organization, management and supervision of different financial tasks for the school system. This employee is responsible for coordinating, facilitating and monitoring the processing of system Accounts Payable, and Federal Budgets.

Follow all rules, policies and procedures of Edgecombe County Public Schools, along with state and federal regulations pertaining to school finance issues. Supervise accounts payable functions. Monitor weekly accounts payable transactions. Prepare monthly, quarterly, and annual financial reports. Provide primary customer service related to accounts payable issues. Maintains and updates the finance website. Oversees the training for all school level financial staff. Answers day to day questions for the school treasurers. Provide accounts payable training and procedures to school and departmental purchasing operations. Conduct school/department visits and onsite financial reviews and audits. Maintain financial procedures in compliance with state and federal policies and regulations. Maintains the Federal staff coding and meets with federal personnel to ensure we remain in compliance. Generates all Federal Amendments and keys all Federal Budgets. Prepare journal entries and budget amendments and transfers as needed. Assists in the preparation of coordinating and developing the annual budget. Prepares Sales tax, Maintenance of Effort and Comparability reports. Provide system reports for the department as requested. Provide 1099 reprints. Participate in training regarding software updates. Provide training for the members of the Finance Department as needed. Perform additional duties and special projects as assigned by the Executive Director of School Finance.

Considerable knowledge of general fiscal responsibilities within the Business Office including generally accepted accounting principles, audit requirements, accounts payable, payroll and internal controls relating to governmental entities. Considerable knowledge of the school system's financial software programs related to budget maintenance and transactions accounting. Demonstrate functional knowledge of computers and all aspects of the Microsoft Office Professional software program. Considerable knowledge of fiscal regulations related to special local, state and federal funds. Ability to communicate clearly and concisely, both orally and in writing; ability to communicate well with school personnel and central office staff. Ability to prioritize projects and schedules to meet reporting and operational deadlines. Ability to coordinate, plan, and meet deadlines, accomplish specific tasks, or meet specific standards. Ability to establish and maintain effective working relationships as necessitated by work assignment. Physical ability (able to exert 20 pounds of force occasionally) and dexterity to perform the duties responsible of the job. Must pass an alcohol and drug test as per DOT, FHWA and local board regulations.

Master's Degree Preferred. Bachelor's degree in Business or related field or equivalent combination of education and experience. Extensive knowledge required in the following areas: payroll and accounting software and processes, budgeting, spreadsheet and database programs, and generally accepted accounting principles. Five years of experience and supervisory experience preferred. Must pass an alcohol and drug test as per DOT, FHWA and local board regulations.

Ability to apply knowledge of financial practices and strategies. Possess the ability to apply methods, plan support, and manage multiple tasks in a fast paced environment. Ability to perform required tasks independently and work in a team atmosphere.

The work environment characteristics described are representative of those an employee encounters while performing the essential functions of this job. The employee continuously interacts with the public, school and district level administrations certified and classified.

Performance in this position will be evaluated regularly by the Executive Director of School Finance in accordance with Board Policy.
