Responsible for strategy related to quality improvement and quality assurance implementation across public health department. Assess, coordinate and evaluate the operational functions of County health programs to ensure quality, cost effective, and customer-oriented services are provided. This managerial position is responsible for the development, review and revision of policies and procedures that adhere to local, state, and/or federal legal and regulatory requirements of assigned programs.
This position is responsible for overarching compliance related to county anddepartmental policies and procedures. Essential Functions
• Interpret and ensure compliance with program policies, procedures and standards
• Manage and direct day to day services staff and resources of assigned health programs
• Participate in community level planning to develop partnerships with healthcare providers and areas of collaborative practice to ensure programs' needs are met
• Assist with identifying funding opportunities and developing funding proposals
• Participate in the development of policies and procedures for assigned area of responsibility
• Oversee education programs based on needs of target population
• Manage routine financial, service, and strategic planning reporting, including responding to data requests from County leadership.
• Collaborate effectively with external partners and community agencies
• Provide leadership for assuring and coordinating the availability of services to participants receiving health department services
• Respond in cases of urgent and/or emergent events that require public health interventions. Employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g. snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes), fire, or power outages, and acts of terrorism.
Minimum Qualifications
Experience: Minimum of six years of public health, healthcare and/or regulatory experience; and one year of supervisory experience or completion of an approved supervisory training program.
Education: Bachelor's degree in Public Health, Public Administration, Business Administration or related field
Combination of relevant education and relevant experience accepted?: Yes Licenses and Certifications
• Annual Motor Vehicle Record (MVR) check required
• Requires a valid North Carolina or South Carolina Driver's License

• Laws, legal codes, court procedures, precedents, government regulations, and agency rules, and the political climate
