In this role, youll support SWDs capital improvement program by providing project management for large capital projects and contracts. As part of the SWD Project Management Office (PMO), youll join a team of motivated project managers and engage stakeholders across all SWDs lines of business working on regional public infrastructure projects at the forefront of environmental leadership. About this Role:
The Capital Project Manager II supports major capital improvement projects across the Solid Waste Division, including work on the Cedar Hills Regional Landfill, Recycling and Transfer Station Program, and asset management initiatives. In this role, youll guide projects through the full lifecycle-from defining scope, schedule, and budget to procuring and managing consultants, overseeing design and construction, and coordinating with engineers, subject matter experts, and stakeholders to deliver reliable and sustainable infrastructure for the region.
In this role, youll collaborate with and support a team of highly motivated project managers leading a portfolio of large, complex capital improvement projects (CIPs), and you may lead smaller-scale CIPs of your own. Its an opportunity to take on substantive, multifaceted work while building a deep, well-rounded project management career.
As a Capital Project Manager II, youll be challenged to develop and support:

About the Team:
Members of the Solid Waste Division Project Management Office (PMO) lead and support capital projects that maintain and improve SWDs core assets-including transfer stations, drop boxes, the Cedar Hills Regional Landfill, and other essential systems that enable reliable, sustainable service for the region. Our section leads the Divisions project management efforts across a diverse portfolio, guiding project teams, consultants, contractors, and technical and program staff to deliver projects seamlessly by integrating organizational and sponsor requirements.
This work sits at the heart of SWDs mission: managing the regions solid waste in a way that protects public health and the environment. The PMO is a collaborative, supportive team that brings King Countys equity and social justice commitments into every project-engaging affected communities, advancing green building practices, and ensuring our capital investments deliver lasting, equitable benefits across the region.

Job Duties
What You Will De Doing:
- Monitor project costs and schedules; control deviations to scope, schedule, and budget throughout the project lifecycle.
- Coordinate with project managers, engineers, supervisors, consultants, and stakeholders; document assumptions, requirements, and decisions.
- Develop procurement management plans, procurement and contract change documents, payment review documentation, and procurement closeout.
- Develop project management plans, baselines, scope change documentation, variance analysis, and work performance reporting.
- Organize and manage project work and resources.
- Under senior project managers and supervisors, develop and monitor project scope, schedule, budget, risk, stakeholders, and contracts.
- Integrate activities with construction management, operations, program staff, consultants, and engineering teams to support seamless project delivery.
- Participate in diverse teams on multiple high-priority, complex capital projects; foster productive team dynamics and resolve conflicts as they arise.
- Communicate complex issues clearly to staff, agencies, management, and the public.
- Support senior project managers in preparing and presenting technical information to project teams, landowners, elected officials, and other jurisdictions.
- Procure and manage consultants and contractors per King County procurement policies.
- Apply project management industry standards and SWD Project Manager manual requirements across assigned workload.
Experience, Qualifications, Knowledge, Skills
Qualifications You Bring:
- A Bachelors degree in project management, construction management, engineering, business administration or a closely related field, with a minimum one (1) year of design and construction project management lead work experience OR a combination of other relevant skills, knowledge, and experiences to competently carry out the job duties of this position.
- Demonstrated ability to work on multiple complex projects simultaneously and produce high-quality deliverables in a timely manner.
- Demonstrated ability to work collaboratively with a wide range of professional disciplines and individuals with diverse backgrounds in dynamic team settings and utilize strong interpersonal communication skills.
- Excellent organizing, planning, and process management skills.
- Excellent verbal and written communication skills.
- Strong problem and conflict resolution skills

Supplemental Information
Working Conditions:
- Work Location: The Project Management team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the departments hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
- Work Schedule: This full-time position works a 40-hour work week; Mon - Fri, core hours from 8:00 a.m. to 5:00 p.m. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
- Union Representation: This position is represented by Protec Local 17.
