Position Summary As a senior member of the Executive Leadership Team, the Senior Vice President of Programs (SVP of Programs) provides enterprise-level leadership for the implementation, coordination, and performance of Volunteers of America Chesapeake & Carolinas' (VOACC) program portfolio. Reporting to the President & CEO, the SVP of Programs translates organizational strategy into effective program operations across behavioral health, residential reentry services, developmental disabilities, and housing and homeless services. The role is accountable for consistent program execution, regulatory and contractual compliance, operational performance, leadership development, and measurable client outcomes within assigned program areas. The SVP of Programs partners with the President & CEO and other executive leaders to strengthen service delivery, advance data-informed practices, and respond to evolving Health & Human Services market conditions. The successful candidate should bring substantial senior leadership experience in complex, multi-site human services operations, working knowledge of Value-Based Purchasing (VBP), Managed Care Organizations (MCOs), hospital and public payors, and demonstrated success improving program quality, performance, and sustainability. Key Responsibilities Strategic Leadership & Program Oversight Lead the implementation, coordination, and evaluation of VOACC programmatic strategies in partnership with the President & CEO and Executive Leadership Team. Ensure assigned programs align with the organization's mission, strategic plan, financial goals, and regulatory and contractual obligations. Recommend and implement program enhancements that respond to market trends and community needs, particularly in behavioral health, substance use, re-entry, intellectual/developmental disability, and homeless services. Advance value-based care and data-informed decision-making across the program portfolio in coordination with executive and functional leaders. Operational Management Provide senior-level oversight of program performance, including quality, compliance, fiscal performance, workforce effectiveness, and client outcomes. Coordinate program readiness for audits and accreditation processes and ensure corrective actions and continuous quality improvement initiatives are implemented. Establish operating rhythms, performance reviews, and accountability structures that strengthen collaboration across regions and programs. Advocacy & External Engagement Represent VOACC, as assigned by the President & CEO, with government entities, funders, community partners, payors, and other external stakeholders. Support the President & CEO and national affiliate in legislative, regulatory, and advocacy initiatives affecting program operations. Build and maintain productive relationships with public and private payors and partners to support program quality, sustainability, and growth. Lead and develop Regional Vice Presidents and other assigned program leaders with an emphasis on organizational excellence, accountability, and collaboration. Strengthen leadership capacity through coaching, succession planning, performance management, and professional development. Partner with Human Resources and program leaders on workforce planning, leadership selection, performance evaluation, training, engagement, and retention. Business Acumen & Fiscal Stewardship Use financial, operational, workforce, and client data to identify performance trends, risks, and opportunities for improvement. Partner with Finance, Development, and other functional leaders on program budgeting, forecasting, funding opportunities, and resource planning. Promote cost-effective program operations while protecting service quality, compliance, and person-served outcomes. Provide timely and comprehensive program updates, analyses, and recommendations to the President & CEO. Attend Board meetings and support Board committees when requested by the President & CEO. Participate in organization-wide strategic planning and execute assigned organization-wide initiatives.

Minimum of 7 years of progressively responsible senior leadership experience within complex, multi-site health and human services organizations. Strong knowledge of Health & Human Services markets, including Medicaid, Managed Care, and Value-Based Purchasing. Experience overseeing or supporting contracts with Managed Care Organizations (MCOs), hospital systems, and public agencies. Demonstrated success in program improvement, implementation of service models, and data-informed leadership. Experience building effective relationships with government, funder, community, and advocacy stakeholders. Strong knowledge of regulatory compliance, licensure standards, and accreditation processes (e.g., the Commission on Accreditation of Rehabilitation Facilities or CARF). Demonstrated financial acumen, including program budget management, forecasting, cost controls, and performance-based reimbursement models.
