Grants Administrator

Since 1968, the Top of Alabama Regional Council of Governments (TARCOG) has united municipal, county, and state governments and federal agencies to work as a single team focused solely on improving the region that now includes more than 713,000 residents. We identify and address common regional issues, opportunities, and challenges of northeast Alabama’s municipalities and counties, including DeKalb, Jackson, Limestone, Madison, and Marshall. TARCOG is seeking an experienced Grants Administrator who shares our core values of service, initiative, accountability, and transparent communication. SUMMARY DESCRIPTION The Grants Administrator is responsible for managing the full lifecycle of grant funded projects, including planning, preparing, submitting and administering complex grant applications and awards. This role requires strong project management, attention to detail, and the ability to coordinate multiple deadlines, documents, and stakeholders simultaneously. Success in this role depends on consistent follow-through and the ability to keep complex projects moving forward. SUPERVISORY CONTROLS Receives general guidance from the Economic Development and Planning Director. Supervisor sets overall objectives and employee and supervisor, in consultation, develop the deadlines, projects, and work to be done; employee is responsible for planning and carrying out the assignment; and work is reviewed throughout the process. RESPONSIBILITIES AND DUTIES Independently manage assigned grant-funded projects from initial planning and application development through award, compliance, monitoring, and closeout. Serve as the primary point of contact for stakeholders, local governments, consultants, and grantees throughout the full project life cycle. Develop and maintain project schedules, internal deadlines, and task tracking tools to ensure steady progress and on-time completion. Coordinate with internal staff and external partners to obtain required documentation, approvals, and supporting materials in accordance with established timelines and procedures. Ensure all grant applications and post-award requirements are completed accurately, thoroughly, and in compliance with program guidelines. Monitor active projects to ensure adherence to required processes, reporting deadlines, and documentation standards over the life of the project. Maintain complete, organized, and up-to-date project files. Communicate regular status updates and documentation. Performs other related duties as assigned. QUALIFICATIONS Bachelor’s degree in Business Administration, Public Administration, Finance, Accounting, or a related field required. 2-5 years’ experience with grant administration, Federal/State regulation compliance, or financial tracking and project management preferred. Experience with Community Development Block Grants (CDBG), Appalachian Regional Commission (ARC) and Economic Development Administration (EDA) Grants preferred. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED Ability to locate, research, and understand Local, State, and Federal funding sources. Ability to write and interpret complex proposals and contracts, and to communicate clearly and concisely through briefings and/or presentations to exchange information with co‑workers, local governments, clients, service agencies, state agency personnel, etc. Knowledge and understanding of effective grant writing techniques. Proficiency in Microsoft Office Suite, Adobe, and related software. Ability to independently manage multiple concurrent projects, prioritize competing deadlines, and maintain consistent forward progress using established project management principles. Knowledge/ability to interpret financial data, prepare budgets and financial grant reports in support of executed projects. Exceptional organizational and time management skills, with the ability to manage detailed, process driven work as well as deadlines and compliance requirements. Ability to use project management tools. Comfortable working within structured processes, maintaining organized records, and adhering to timelines and compliance requirements.
