POSITION SUMMARY The Recruiter is responsible for developing and executing recruitment strategies to attract, screen, and hire qualified employees for residential programs serving individuals with intellectual and developmental disabilities (IDD) under Pennsylvania Chapter 6100 and 6400 regulations. The Recruiter works closely with operational leadership to ensure staffing levels support quality services While maintaining compliance with state regulations, funding requirements, and agency hiring standards.
This position plays a critical role in reducing vacancies, improving employee retention through quality hiring practices, and promoting the agency as an employer of choice COMPLIANCESTANDARDS
This position Is responsible for ensuring compllance with:

Agency Policies and Procedures Essential Functions of the Position
Develop and implement recruitment plans to meet staffing needs across residential homes.
Maintain an active plpeline of qualified candidates for DSPs, Program Specialists, Supervisors, Managers, Nursing, Admln, and other support positions.
Create and post Job advertisements on multiple platforms.
Recruit through: Indeed, social media, PA CareerLink, community colleges, universities, career fairs, referral programs, and community organizations.
Build relationships with workforce development agencies and educational solutions.
* Conduct recruiting events and open Interview sessions
Review applications for minimum qualifications.
Conduct telephone and virtual screenings.
Schedule interviews with hiring managers.
Coordinate interview log1stics.
Maintain applicant communication throughout the hiring process.
* Verify employment history when appropriate.
Coordinate offers of employment.
Prepare offer letters.
Ensure preemployment requirements are completed, Including:
Crlmlnal History Record Check
FBI Fingerprinting (when applicable)
Child Abuse Clearance (If applicable)
Motor Vehicle Record review
Drug screening (If policy requires)
Physicall / TB hasting
CPR/1st Aid requirements
Education verification
Professional license verification
Track completion of all onboarding requirements. Qualifications: High School diploma or General Education Degree (GED) required.
Associate or bachelors degree in human resource management or related field preferred
3 years(s) experience in a Human Resources support role (preferred) or a combination of education and work experience
Administrative competency
Proficiency in calendar maintenance
Understanding of HR functions and best practices
Knowledge of Pennsylvania labor and employment laws and regulations
Knowledge of Pennsylvania ODP regulations (preferred)
Excellent time management
Attention to detail and accuracy
Comfortable multitasking and prioritizing tasks
Excellent communication skills both written and orally
Solid problem solving and organization skills
Strong professional interpersonal skills
Proficiency with office technology tools such as Microsoft Office, Excel, Outlook, etc.
Experience using social media platforms
5 years of relevant experience in an office environment.
Able to type minimum 35 words per minute (minimum).
Able to self-direct and work independently showing initiative, while seeking guidance when appropriate.
Ability to work with a team.
Strong work ethics and integrity
Ability to multitask under pressure.
Strong attendance and history of punctuality.
Ability to handle HR related issues with discretion, tact and diplomacy
Ability to pay close attention to detail and be flexible in a fast paced and growing organization
