ROW Specialist I

HGA is seeking a ROW Specialist I to support operations in Durango, CO . The ROW Specialist I is responsible for acquiring electrical and telecommunication rights-of-way (ROW) for new and existing infrastructure, ensuring timely delivery and compliance with client requirements. This role involves online research, securing permits, negotiating agreements, and maintaining detailed acquisition records.

Key Responsibilities:
• Research public records to identify land ownership, existing easements, and potential conflicts.
• Coordination with design/engineering teams.
• Negotiate and secure ROW agreements on private, public, and sovereign lands.
• Assist in completion of NEPA and other environmental/cultural assessments.
• Review and interpret land surveys, plats, and legal documents.
• Obtain permits and licenses by coordinating with local governments, utilities, and ditch companies.
• Prepare easement documents , crossing agreements, permits, leases, and assignments.

Qualifications:
• 1-5 years of experience in ROW acquisition, preferably with electrical utilities and multi-agency coordination.
• Associate degree or technical certification preferred; advanced experience may substitute.
• Strong skills in interpreting plats, legal docs, and government regulations.
• Familiarity with county records and GIS software preferred.
• Proficient in internet research, project management, and Microsoft Office.
• Excellent interpersonal, communication, and customer service abilities.
• Organized with strong problem-solving and multitasking skills.
• Comfortable with both office work and outdoor field activities.
• Adaptable and eager to learn new tools and processes.
• Able to engage effectively with diverse stakeholders.
• Located within daily commuting distance of Durango, CO.
• Valid drivers license

The pay for this position will be in the $22-$30/hour range.
