Data Interface Analyst

Job Description and Duties

The Data Interface Analyst is responsible for designing, developing, implementing, monitoring, and supporting electronic data interfaces that enable secure, accurate, and compliant exchange of clinical, operational, and public health information across healthcare systems. This role plays a central part in advancing interoperability initiatives by ensuring seamless data flow between electronic health records (EHRs), laboratories, public health agencies, health information exchanges (HIEs), and other external partners.

The analyst collaborates with clinical, technical, and operational stakeholders to gather requirements, create interface specifications, and develop data mappings, transformations, and validation processes. They support the full lifecycle of interface development, including configuration, testing, deployment, performance monitoring, and ongoing maintenance. The role requires strong expertise in interoperability standards such as HL7 v2.x, FHIR, X12, CDA, and CCD.

In addition, the Data Interface Analyst leads incident management activities by investigating interface failures, data discrepancies, and transmission issues; performing root cause analysis; coordinating resolutions with vendors and partners; and documenting findings and corrective actions.

The analyst also contributes to governance activities by maintaining interface inventories, specifications, workflow documentation, and compliance-related records. They participate in security and privacy initiatives, support regulatory reporting, and ensure adherence to data exchange standards.

Through collaboration, technical guidance, and customer support, the Data Interface Analyst helps optimize data interoperability processes, supports project planning and implementation, and enhances the organization’s ability to exchange critical health information efficiently and securely.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Working Conditions

Telework Information:

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• 3+ years of experience supporting healthcare interfaces and interoperability solutions.
• Knowledge of healthcare messaging standards including:
  • HL7 v2.x
  • FHIR
  • X12
  • CDA/CCD
• Experience with interface engines such as Mirth Connect, Cloverleaf, or Rhapsody.
• Strong SQL and database troubleshooting skills.
• Understanding of healthcare workflows and electronic health record systems.

• Experience supporting public health reporting initiatives including electronic case reporting (eICR), ELR, syndromic surveillance, or immunization reporting.
• Experience with healthcare interoperability frameworks and health information exchanges.
• Experience with cloud integration technologies and APIs.
