This is highly responsible professionaland managerial work in the preparation and administration of municipal designagreements, initial services agreements and construction contracts.

Nature Of Work

An employee in thisclass, under administrative direction, is responsible for managing thepreparation of contract documents for professional and construction servicesand managing architectural and engineering design, and construction engineeringand inspection services for capital improvement projects. Work involves theapplication of extensive initiative and independent judgment and is of unusualdifficulty in such areas as coordinating Capital Improvement Projects (CIPs)with the budget office and user departments and coordinating negotiations witharchitectural and engineering consultants and with contractors for workdirective changes and change orders for construction. Work is reviewed through conferences,reports, and results achieved. Appointed position; employee serves at thepleasure of the Mayor.

Examples of Duties

Reviews andsubmits CIPs for user departments; develops scope and cost information;coordinates CIPs with budget office and user departments; manages CIPspecifications and bid documents.

Reviews andcoordinates contract document “boiler plate” language for city’s “StandardForms and Agreement” provisions for construction contracts; schedules andcoordinates Consultants’ Competitive Negotiation Act (CCNA) selectionprocesses; oversees process for review of qualifications of CCNA submittals;,takes responsibility for preparing and issuing Requests for Qualifications, facilitating shortlist presentations and makingrecommendations.

Establishes annualcontracts with architectural and engineering firms for design, bid documentpreparations, construction inspection, surveys, landscape design, and relatedservices; manages architectural and engineering design.

Prepares andupdates the Department’s Strategic Plan to align with the Mayor’s strategicinitiatives. Creates, maintains, updates,and implements departmental standard operating procedures. Implements best practices for continuousimprovement of work processes.

Plans andimplements building improvements required by federal, state, and localregulatory agencies, including but not limited to, the American withDisabilities Act, energy conservation, sustainability and resilience.

Administerscontracts from the bid evaluation phase through fulfillment of the contractincluding managing change orders, approving payment disbursements, disputeresolution and other matters related to execution of contracts and agreements. Asnecessary, carries out contract terminations or defaults together with thesurety and Legal Department in a timely manner.

Prepares reports and correspondence;assigns, develops, and evaluates staff; manages departmental budget and workprocesses.

Performs relatedwork as required.

Knowledge, Skills & Abilities

Considerableknowled g e of : principles and practices ofarchitectural and engineering design, and construction inspection services forcapital improvement projects; modern management principles and practices;modern developments, current literature, and sources of information relating tocontract administration including design-bid-build, progressive design-build,and construction manager at risk procurement delivery methods.

Workin g knowled g e of : modern accounting principles and practices and the application of dataprocessing to the establishment, monitoring, and analysis of capitalimprovement projects.

Ability to : readand interpret development plans and specifications and legal documents relatedto professional and service contracts.

Skill in : gathering and analysis of financial and budgetary data.

Suggested Minimum Qualifications

Graduation from an accredited college or university with abachelor’s degree in architecture, civil engineering, environmentalengineering, construction management, or related field and five (5) yearsprogressively responsible experience in design or construction management activities,including three (3) years of contract administration and supervisoryexperience.

Licenses or Certifications

Architect or Professional Engineer registered in the State ofFlorida preferred.

Possession of a valid Florida driver's license required.

Examination

Evaluationofeducation and experience. Drug testing is included in allpre-employment processing.

Comments

Duringperiods when the Mayor issues an emergency declaration for the City of Tampa,all employees may be required to work in preparation, response or recoveryactivities related to the stated emergency.
