Agency Overview

The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for the oversight of the for‑hire vehicle industries in New York City, including yellow medallion taxis, green Boro Taxis, community car services, livery cars, black car services, luxury limousines, commuter vans, and paratransit services. The TLC regulates industries that are responsible for over 800,000 daily trips. Our role is to ensure that each passenger’s riding experience is safe, comfortable and convenient, that TLC drivers are driving safely, and that unlicensed for‑hire activity is combated.

Position Overview

The selected candidate will report to the General Counsel/Deputy Commissioner for TLC and serve as a legal expert responsible for drafting and negotiating contracts and agreements; managing and overseeing litigation; advising on rulemaking and administrative law matters; ensuring compliance with FOIL; addressing privacy concerns; and managing intellectual property issues. The candidate will draft and review legal documents, track and resolve complex legal matters, review information requests to ensure legal compliance and transparency, represent the agency at internal and external meetings, develop and deliver high‑level presentations, and oversee special legal projects as assigned.

Minimum Qualifications

• Admission to the New York State Bar; and either “2” or “3” below.
• One year of satisfactory United States legal experience subsequent to admission to any state bar; or
• Six months of satisfactory service as an Agency Attorney Interne (30086).

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment. In addition to meeting the minimum qualification requirements, to be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III, candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Preferred Skills

Knowledge of relevant federal and state laws; strong knowledge of administrative law, local laws, public policy, and jurisdictional practices; excellent leadership, strategic planning, legal research, and problem‑solving skills; strong advocacy and negotiation skills; excellent written and verbal communication skills; strong public speaking experience; ability to manage multiple high‑level tasks simultaneously under tight deadlines; proven project management experience; advanced level proficiency with Microsoft Office programs, project management software, database technologies, and experience with Westlaw and/or Lexis/Nexis software programs.

Residency Requirement

New York City residency is not required for this position.
