Management and Program Analyst (Strategic Planning and Foresight Program Manager)

Summary This position is located in the Government Accountability Office. As a Management and Program Analyst (Strategic Planning and Foresight Program Manager) you will be responsible for evaluating and executing a variety of operational and support service functions related to GAO’s strategic planning and foresight programs. Duties As a Management and Program Analyst (Strategic Planning and Foresight Program Manager), PT-0343-3 your typical work assignments may include the following: Responsible for the execution of GAO’s strategic planning efforts, including preparing and updating GAO’s multi-year strategic plan and related products in print and online formats, including multimedia. Coordinate with GAO’s strategic goal liaisons, trend paper leads, goal integrators, planners, units/teams in preparing the planning and reporting documents. Define and align plans with overall institutional strategic goals, performance goals, key efforts, and performance measures. Quality check the strategic plan; and issuing communication about the plan’s publication. Lead the coordination and integration of GAO’s strategic planning and foresight programs with other institutional management processes including enterprise risk management, performance and accountability annual reporting, and engagement planning, including the agency’s annual Priorities Framework program. Support the Director of GAO’s Center for Strategic Foresight (CSF) in administering the activities of CSF, including event planning, publication production, and external liaison functions with senior-level foresight and subject matter experts from government, academia, nonprofits, and the private sector. Collaborate with a variety of staff and managers at all levels throughout the agency to assess the GAO environment, gather and analyze information, coordinate work, provide technical assistance, make recommendations and implement projects that improve the efficiency and effectiveness of GAO’s strategic planning and foresight operations. Conduct analysis using foresight, design thinking, and other analytical methodologies to develop and deploy improvements in GAO’s strategic plan and foresight programs, and to make recommendations to the Executive Committee and other senior executives on ways to improve the strategic planning process. Qualifications Minimum Qualification Requirements Possess at least one year (52 weeks) of specialized experience at the next lower band, equivalent to the PE-IIA, PT-II, CS-II, or GS-13 level in the federal service. Specialized experience is defined as experience preparing and updating a multi-year strategic plan; coordinating and facilitating strategic foresight efforts including analyzing data using trend analysis such as horizon scanning, forecasting, and other foresight tools; and using project management principles and methodologies to track and organize a large number of projects simultaneously. Experience demonstrating the ability to use strategic foresight methods and coordinates foresight activities is required. Formal training or education in foresight is desired. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
