NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

Qualifications:

Minimum of 10 year(s) of experience in Project Management work. OR BA/BS Degree

• Training in leadership in Human Resources.
• Experience required with Windows, MS Word, MS Excel, MS PowerPoint

Duties:

The enrollee supports the Personnel Security Branch Chief by providing project management support on the effective planning, coordination, and execution of the Personnel Security Branch?s weekly operational requirements and priority initiatives. The position establishes project management controls for monitoring assessments, deadlines, workload levels, and processing milestones across the branch. The incumbent maintains visibility over pending, delayed, and backlogged actions, identifies risk and barriers affecting timely completion, and works with branch leadership and staff to develop corrective strategies. Through consistent tracking, reporting, and follow-up, the position promotes accountability, workload transparency, timely service delivery, and continuous improvement. • Workload Planning and Project Coordination ? Plans, organizes, and coordinates branch?s weekly work requirements, assignments, deliverables, and priority projects. Develops work plan, schedules, milestones, and accountability measures to ensure responsibilities are clearly assigned and deadlines are understood. Facilitates regular workload reviews, follows up on open actions and coordinates with branch staff and stakeholders to keep work progressing toward completion. 40%
• Backlog and Delayed Action Management ? Maintains centralized trackers and dashboards for pending, overdue, delayed and backlogged personnel security actions. Analyzes workload data to determine the age, volume, priority, and bottle necks and workload imbalances, coordinates recovery plan, monitors corrective actions, and elevates significant risks or unresolved barriers to branch leadership. 35%
• Performance Reporting and Process Improvements ? Prepares weekly status reports, performance metrics, and leadership briefings regarding productivity, timeliness, backlog reduction, and project progress. Evaluation operation trends and recurring delays to identify opportunities for process improvement. Recommend practical solutions, standardized procedures, and workflow adjustments that improve accountability efficiency, and the timely completion of personnel security actions. 25%
