PROGRAM AND LOCATION VOA, a Certified Great Place to Work, is recruiting for a Lead Case Manager at our Mathers Singles program at VOA-NCNN. Full-time employees (working 30 or more hours a week) are eligible for a benefits package that includes paid holidays vacation sick pay health dental vision life short-term disability insurance coverage Responsibilities OBJECTIVES/ACTIVITIES A. Responsible for performing daily work requirements to achieve established objectives of the department. 1. Provide leadership, guidance, mentorship, and technical assistance to the Case Management and Housing Specialist team to promote collaborative, client-centered service delivery and consistent application of program policies and procedures. 2. Perform and oversee comprehensive assessments of program participants' needs and assist Case Managers in developing individualized service plans with short- and long-term goals focused on housing stability, self-sufficiency, and successful program outcomes. 3. Manage the program's most complex client cases by providing case consultation, crisis intervention, problem-solving assistance, and support to Case Managers to ensure appropriate service delivery and successful participant outcomes. 4. Monitor, review, and audit participant case files, documentation, and master files to ensure accuracy, completeness, and compliance with program eligibility requirements, contractual obligations, Scope of Required Services (SRS), funding requirements, and agency policies. 5. Provide ongoing coaching, training, and professional development to Case Managers and Housing Specialists by identifying training needs, reinforcing best practices, and promoting continuous quality improvement. 6. Establish individualized budgets with program participants and assist program participants in monitoring savings and expenditures. 7. Assist the Program Manager in monitoring staff performance, identifying operational challenges, implementing corrective actions, and supporting audit readiness and quality assurance initiatives. 8. Develop and maintain collaborative relationships with community partners, landlords, service providers, funding agencies, and referral sources to coordinate participant services and strengthen housing opportunities. 9. Provide crisis intervention, referrals and collaborative consultations with service providers working with the client. 10. Maintain and update all client files to ensure compliance with reporting agencies. 11. Transport program participants as directed following established policies and procedures. 12. Assists participants with mediation, critical thinking, and problem solving. 13. Assists in obtaining vital paperwork for all household members necessary for employment, school enrollment, housing, income, and any other documentation as needed. 14. Attends and conducts meetings and training, as directed. 15. Establish and maintain positive relations with the general public, funding agency, participants and other staff. 16. Ensures compliance with all VOA policies, CARF standards, and safety and security regulations. 17. Performs other duties as assigned. Qualifications EQUIVALENT EDUCATION AND EXPERIENCE: A bachelor’s degree in social work or a related field is preferred. This position requires two years of successful experience in the delivery of human services or any combination of education, training and experience, which would provide the knowledge and ability to complete the duties outlined above. Must have knowledge and experience with social casework objectives, principles and methods. Knowledge of Child Protective Services (CPS) and Adult Protective Services (APS). Experience working with the homeless population and the barriers faced by the unhoused. Extensive experience with strength-based case management and trauma-informed care models. Experience working with low-income adults from diverse social and ethnic backgrounds who have a history of homelessness or disability. Ability to maintain a high degree of confidentiality and professional integrity. Ability to communicate effectively, both orally and in writing; define problems, collect data, establish facts, and draw conclusions; and effectively present information to management and/or public groups. Ability to demonstrate personal effectiveness through strong problem-solving and time-management skills. Proven ability to represent the interests of the organization, interact effectively with a diverse population, and be comfortable building successful collaborative relationships with families and individuals, staff and other stakeholders. Ability to react under pressure, use good judgment in ambiguous situations, and be flexible/adaptable. Must have understanding of public welfare laws, principles of community organization, and effective use of public and private community resources. Must have experience and skill to establish and maintain effective individual and group relationships with participants, employees and community partners. Experience in report writing and advanced file management techniques. Ability to demonstrate proficiency working with computers including but not limited to Microsoft Office Suite and database systems. Must not present a direct threat to the safety and health of self, others or property. Valid California driver's license, reliable transportation, and ability to meet the organization’s insurance carrier guidelines are required. Must pass all required background clearances in accordance with agency, County, State, and federal standards. CPR/First Aid certification is required within 90 days of employment.
