This position provides advanced planning, coordination, and analytical support for a high-volume Early College portfolio serving more than 9,500 Dual Enrollment students and supporting partnerships with over 50 high schools across Maricopa County. The portfolio includes Dual Enrollment, Concurrent Enrollment, Achieving a College Education (ACE), Career and Technical Education (CTE), and other developing programs operating within a dynamic environment with ongoing regulatory, institutional, and partnership changes.
Assists with the development and implementation of program and project goals, operational plans, and process improvements to support enrollment growth, partner expansion, and effective program delivery. Coordinates the onboarding of new high school partners, including aligning processes, documentation, and timelines to ensure successful program implementation.
Performs complex qualitative and quantitative research and data analysis to inform decision-making, monitor program performance, and support continuous improvement. Supports the design, documentation, and maintenance of business processes, systems, and reporting frameworks to ensure efficient, accurate, and compliant operations across the student lifecycle and partner network.
Coordinates with cross-functional teams and external partners, including Rio faculty chairs, Academic Affairs leadership, and Student Affairs, to support scheduling, curriculum alignment, student services processes, and overall program operations. Facilitates communication, resolves operational issues, and maintains alignment with institutional policies and procedures in a high-volume, fast-paced environment.
20% - Cross-Functional Operations (Student Lifecycle): Coordinates student onboarding, admissions, registration, enrollment, and completion processes; Collaborates with Admissions & Registration, Academic Affairs, and partner schools; Serves as liaison across academic departments, student services, and external partners; Responds to operational issues, researches solutions, and implements recommendations
15% - Data Analysis, Reporting & Research: Performs qualitative and quantitative research; analyzes program and project data; Develops reports, dashboards, and summaries with actionable recommendations; Designs and deploys surveys; analyzes findings for program evaluation; Oversees reporting related to admissions, registration, graduation, and completion; Prepares reports and presentations for leadership and stakeholders
15% - Dual Enrollment Operations & Scheduling: Develops and maintains course schedules; Oversees dual enrollment reporting and operational tracking; Coordinates scheduling cycles aligned with academic calendars; Supports student information system (SIS) processes tied to enrollment and completion
10% - Process Improvement & Automation: Identifies operational bottlenecks and implements workflow improvements; Redesigns processes across student lifecycle and partnership workflows; Supports development of automated systems (reporting tools, workflows, auto-confer graduation); Researches best practices and emerging technologies to drive innovation
10% - Partnership & Contract Coordination: Coordinates external partnerships and vendor relationships; Drafts contracts using approved templates and facilitates legal review; Maintains ongoing relationships with partners and stakeholders
10% - Documentation & Standard Operating Procedure (SOP) Development: Designs and maintains SOPs, RACI matrices, process maps, and operational calendars; Develops and maintains SIS training documentation; Provides training to staff as needed; Maintains program documentation and knowledge resources
10% - Compliance, Records & Administrative Oversight: Monitors compliance with institutional, state, and federal regulations; Maintains program records for audits, evaluation, and strategic planning; Tracks budgets including Maricopa Grant and departmental funds; Oversees documentation for reporting and accountability
10% - Communication & Stakeholder Support: Sends student communications via text, phone, and email; Responds to inquiries and resolves issues; Prepares correspondence and communication materials; Supports stakeholder engagement and coordination; Answer phone calls and greet student and families as needed; Develops presentations and other materials. Website, AI Chatbot & Technical Maintenance: Maintains departmental website content; Updates AI chatbot knowledge database; Supports minor technical and content management needs
Bachelor's Degree from a regionally accredited institution in education, business or public administration, or directly related field and two (2) years of related program management experience preferably in an educational setting.

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.
A. Experience coordinating or supporting Dual Enrollment or Early College programs
B. Experience in project coordination or project management, including tracking timelines, deliverables, and cross-functional workflows
C. One (1) year of full-time relevant MCCCD experience during the previous two (2) years
This position supports Early College programs, including Achieving a College Education (ACE), Dual Enrollment, and Concurrent Enrollment, and requires regular interaction with students, high school partners, and internal stakeholders. This is a front-facing role that requires reliable coverage and responsiveness to student, partner, and program needs. Evening and weekend work is required to support program activities, outreach events, student onboarding, and partner engagement. Attendance at evening and weekend events is required. Candidates must meet minimum driving standards as outlined in MCCCD Vehicle Requirements. The position requires regular travel to MCCCD locations, school districts, and high schools to support program operations and partner coordination. This position currently requires in-office presence at least three (3) days per week and (5) days per week during peak registration which is the entire month of August, September, and January; but the schedule may change based on business needs, program cycles, and college direction. May involve prolonged periods of computer use. May require lifting or carrying materials up to 25 lbs in support of events and program activities.
