The Department of Economic Security, Division of Financial Operations Financial Services Administration (DFO-FSA) is seeking an experienced and highly motivated individual to join our team as a Senior Managing Analyst. Working with minimal guidance from the Business and Finance Manager, the Senior Managing Analyst (Financial Analyst 3) provides financial expertise to Department and programmatic management, and federal and other grantors on federal regulations, federal reports, financial forecasts, and programmatic trends for assigned programs. Key responsibilities include supervising staff, reviewing work prepared by the financial support team to ensure accuracy and timeliness of deliverables, and completion of high-level analyses as required. The Senior Managing Analyst identifies fiscal issues that could have a potential negative impact on the Department; partners with customers to develop and implement resolutions to current and future problems; provides comprehensive financial expertise to DES management and to external partners, such as the Governor's Office of Strategic Planning and Budgeting (OSPB) and the Joint Legislative Budget Committee (JLBC); tracks and monitors expenditures for compliance with all federal and state rules, regulations, and policies and interprets grant terms and conditions; and coordinates fiscal matters across Divisions to prepare and submit the Department's formal annual budget request. Additionally, this position supervises a financial support team responsible for all forecasting, analysis, federal reporting, and fiscal monitoring of assigned program(s), which may include preparing various fiscal and operating reports, such as detailed analysis of financial outlooks, spending trends, staffing levels and other comprehensive analyses; identifying, researching, and analyzing possible impacts of proposed legislation and funding modifications; preparing formal bill analyses and cost benefit and break-even analyses; and identifying available funding, reviewing funding patterns for appropriateness and efficiency, and coordinating the establishment of funding mechanisms. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. SENIOR MANAGING ANALYST

Division of Financial Operations Financial Services Administration 1789 W. Jefferson St., Phoenix, AZ 85007 Salary: $89,100.13 Annually Grade: 23 Closing Date: September 23, 2026 Essential Duties and Responsibilities include but are not limited to: Oversee daily operations of a professional team. Advise, train, provide technical assistance, review work, and ensure accuracy of products produced by teams. Identify fiscal issues with potential negative impact on the Department. Partner with customers to develop and implement resolutions to current and future problems. Provide comprehensive financial expertise to Division management, DES executive leadership, and to external partners, such as the OSPB and the JLBC. Conduct frequent meetings and presentations with key programs, Treasurer's Office, OSPB and JLBC staff. Attend meetings and planning sessions with Department management. Support departmental organizations on matters of cash management and funding allocation. Research, interpret, and make recommendations on policies regulating fiscal control and processes pertaining to assigned programs and Department as a whole. Research, compile, and interpret financial and other information. Compile programmatic data in response to special requests regarding a broad spectrum of topics related to the Department. Analyze policy and legislative changes to assess revenue, funding and state plan impacts on assigned program(s). Review and approve various financial transactions. Lead trainings, conduct problem solving sessions, and supervise focus groups with various employees across the administration. Knowledge of: Governmental accounting and fiscal principles The budget and state legislative process Principles and practices of business administration with special reference to organization, fiscal management, and budgetary control Statistical analysis and theory Report writing techniques Office management Conceptual understanding of the Department's federally approved cost allocation plan Understanding of the requirements, characteristics, and cultural environment required for teams to operate effectively Skilled in: Oral and written communications of complex concepts Proficiency in statutory and rules interpretation, issues identification, and resolution Initiating and reviewing expenditure corrections, journal vouchers, and cash receipts within the state and agency's automated systems Computer utilization Comprehension, analysis, interpretation, and reconciliation of complex financial data, including forecasts and projections Development of work plans Organization and prioritization of multiple complex projects Ability to: Interact with a diverse audience on a professional level Be an innovative and strategic thinker Perform complex analytic work Schedule and prioritize multiple assignments Develop annual budget requests for assigned area consistent with the Department's mission, vision, and values Organize and present information in structured and non-structured settings Facilitate and lead meetings with executive-level staff Write reports Set workflow priorities of assigned area Use computer programs and software Write and speak with clarity The ideal candidate for this position will have: A Bachelor's Degree in Accounting, Finance, Economics, or Business Administration or Master's degree in Business Administration, Public Administration, or related field, and at least three years of experience managing complex issues in areas such as budget preparation, analysis and control, funding, financial reporting, or related specializations. If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training.
