ANIMAL SHELTER MANAGER

Description Job posting Closes: September 17, 2026. To manage and supervise the overall operation of the Animal Shelter, personnel, and volunteers. To ensure effective and efficient operations and compliance with all applicable local, state, and federal regulations. SUPERVISION EXERCISED
Directly oversees supervision of all Animal Shelter personnel and volunteers. ESSENTIAL DUTIES AND RESPONSIBILITIES
Manages the daily operations and activities of the Animal Shelter. Establishes policies and operating procedures in accordance with local, state, and federal regulations and accepted practices.
Manages employees to ensure compliance with rules and regulations ensuring efficient operations of the unit.
Develops and implements continuous training programs for staff and volunteers.
Prepares and presents budget documentation to the Director for annual review and submission.
Meets and builds relationships with stakeholders in the community, such as non-profits, volunteers, businesses, veterinarians, domestic animal caregivers, and schools to discuss animal services programs and community involvement and support.
Receives and responds to citizens' complaints and requests for information regarding animal related services and activities.
Compiles materials related to animal services, prepares narrative, statistical, and graphic reports for various programs and reports.
Networks with other agencies, local veterinarians, media, and the community to resolve problems and/or develop new methods of providing desired animal control related services as directed by the Department administration.
Reviews complaints against personnel or operational procedures, making recommendations for disciplinary action or policy change, if appropriate.
Oversees the training and certification of staff to ensure compliance with legal mandates and to provide the necessary skills to accomplish the mission.
Maintains correspondence with vendors and completes purchasing documentation in compliance with City purchasing procedures.
Manages personnel time management records in accordance with City rules and regulations.
Prepares and maintains documentation on personnel staffing, performance appraisals and disciplinary actions.
Maintains assigned equipment, supplies and facilities.
Provides humane treatment to animals.
Serves as a member of various employee committees.
Attends meetings and events that represents the animal control division
Attends City Council meetings to address any related animal control operations.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City's Personnel Rules and Regulations; possesses and maintains a valid driver's license and comply with the City of Killeen driving policy.
Performs other duties as assigned. REQUIRED MINIMUM QUALIFICATIONS EDUCATION AND EXPERIENCE:
1. Bachelor's Degree from an accredited college or university, and
2. Three (3) years of experience in Animal Control or Public Health Zoonosis Control, or
3. Any equivalent combination of education and experience.
4. Management experience, preferred. KNOWLEDGE, SKILLS AND ABILITIES:
1. Knowledgeable with state and federal laws pertaining to Animal Control. Knowledgeable with the cause of rabies, other zoonotic diseases, methods of treatment, clinical symptoms, and other animal diseases;
2. Knowledgeable with management principles and practices;
3. Knowledgeable with animal breeds and species;
4. Knowledgeable with capture, handling, feeding and general care of domestic animals;
5. Ability to display compassion for animals and their well-being;
6. Ability to operate tools and equipment assigned to the department;
7. Ability to develop and explain educational program for domestic animal owners;
8. Ability to prepare and explain new or amended animal control ordinances;
9. Ability to learn the applicable laws, ordinances, and department rules and regulations;
10. Ability to investigate administrative and operational problems and recommend solutions.
11. Ability to effectively assign, direct, and review the work of animal control personnel and volunteers;
12. Ability to communicate effectively orally and in writing;
13. Ability to exercise sound judgment when making decisions in emergency and non-emergency situations;
14. Ability to follow verbal and written instructions;
15. Ability to make public presentations and effectively communicate with the general public. SPECIAL REQUIREMENTS
Must have a valid Texas Driver's license within 60 days of hire.
Must have pre-rabies exposure series or able to obtain the series within three (3) months of hire.
Euthanasia certification through the Texas Department of Health preferred or must obtain within six (6) months of hire. TOOLS AND EQUIPMENT USED
Must be able to operate Animal Control equipment such as catch poles, snares, cat tongs, and euthanasia equipment.
Must be able to operate office equipment, to include telephones, fax machines, copiers, and computers.
Experience in the use of portable handheld radio equipment and base radio, preferred. PHYSICAL DEMANDS
