Financial Management Specialist Duties

As a Financial Management Specialist at the GS-0501-15 some of your typical work assignments may include:

• Serve as Senior Country Finance Director for a large and complex portfolio of Foreign Military Sales accounts within the PACOM area of responsibility.
• Manage the financial components of each country's program to ensure proper funding and compliance with the Arms Export Control Act (AECA), using DIFS, SCIP and DSAMS as primary financial data sources.
• Lead inter-agency working groups-including the National Security Council, OMB, OSW(P), A&S the Departments of State and Commerce, the Military Services, and partner-nation procurement offices-.
• Coordinate solutions to highly complex financial issues and adapt FMS processes to partner-nation finance and budget laws.
• Conduct Financial Management Reviews (FMRs), hosting joint-service teams and senior foreign officials to comprehensively review fund movement across the FMS Trust Fund, military service holding accounts, and the Federal Reserve Bank of New York, supported by detailed cash-flow analysis, leveraging ADVANA and available business intelligence tools.
• Prepare senior DoD leadership by drafting background papers, talking points, and briefing materials ahead of high-level engagements with foreign partners.
• Serve as a team subject-matter expert in FMS financial management policy and practices, including audit and financing options.
• Prepare and coordinate proposed legislation, policies, regulations, and procedures governing FMS financial management. Identify opportunities for process reengineering, enterprise integration, and data-driven analytics for the organization.
• Develop unique financial arrangements that meet partner-nation requirements within AECA constraints.
• Coordinate with stakeholders and deliver superior customer service by maintaining liaison across the Executive Branch and DoW/DoS field elements.
• Ensure foreign policy decisions are well informed and that all FMS programs are implemented in a timely, effective manner that complies with existing legislation and guidance.
