Job Description and Duties

The San Francisco Bay Regional Water Quality Control Board has an opening for a permanent, full-time Water Resource Control Engineer in the Land Disposal and Waste Containment Section of the Groundwater Protection and Waste Containment Division. This is an opportunity to do meaningful and challenging work to protect the water quality resources in the San Francisco Bay Region. The position location is 1515 Clay Street, Suite 1400, Oakland, CA 94612.

Duties: Under the close supervision of a Senior Water Resource Control Engineer, the incumbent is responsible for overseeing the investigation, remediation, and closure of polluted sites, and overseeing the construction, operation, and closure of waste management units. Duties include managing projects, evaluating technical reports, analyzing environmental data, preparing written requirements, communicating with the public, working collaboratively in groups, maintaining electronic databases, performing site inspections, and maintaining health and safety training.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with after July 1, 2026.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. • Project management knowledge and/or experience. 
• Oral and written communication knowledge and/or experience. 
• Collaboration knowledge and/or experience working in teams; leading teams; managing group discussions; and integrating multiple different ideas and views to make a recommendation or to facilitate a decision. 
• Knowledge of contaminant fate and transport in environmental media (water, soil, soil vapor, air).
• Knowledge and/or experience in preparing, evaluating, and reviewing engineering work plans, designs, and reports.
• Knowledge and/or experience in water quality laws, regulations, policies, plans, and guidance, especially as related to environmental protection.
• Knowledge and/or experience in design, construction, operation, and closure of engineered landfill systems.
• Knowledge and/or experience in risk assessment and management principles, such as the basis and use of the San Francisco Bay Regional Water Quality Control Board’s Environmental Screening Levels.
