Technical Services Workgroup Manager

Location: San Francisco Bay Area Salary: Competitive – $245,283.17 to $321,934.29 annually Overview The Union Sanitary District (USD) is a special district providing wastewater collection, treatment, and disposal services in the San Francisco Bay Area. The TS Workgroup Manager will lead technical and management programs, ensure compliance, and support continuous improvement in infrastructure, customer service, and safety. Responsibilities Develop, promote, and support District-wide safety policies and procedures; investigate serious accidents; ensure compliance with regulatory requirements for the collection system. Develop the Capital Improvement Program, manage budgets, coach technical professionals, oversee industrial pretreatment, permitting, pollution prevention, sewer service charge, capacity fee activities, and client relations. Plan and implement goals for the Technical Services Workgroup; prepare and administer internal policies, and interpret applicable regulations for executive and staff. Direct the workgroup program plan, assign activities, monitor workflow, evaluate products, and implement workflow improvements and automation. Act as the responsible engineer for all engineering designs performed by District staff. Provide oversight for capital improvement projects, master planning, detailed design reviews, contracts, and procurement of consultants. Negotiate agreements with developers and manage property and right‑of‑way acquisitions. Coordinate the District’s recycled water goals in partnership with the General Manager. Serve on standing and ad‑hoc committees, provide leadership, and represent the District to external groups. Management Responsibilities Serve as a resource to the General Manager and Board of Directors on technical and management programs; attend meetings, prepare reports, and advise on engineering and environmental compliance. Represent the District at federal, state, regional, and local meetings, act as liaison on inter‑agency projects, and present to public groups. Participate in the Executive Team for strategic planning, Balanced Scorecard development, performance measurement, and goal alignment. Coordinate staff and resources for implementation of plans, administer the annual budget, manage projects, and act as interim General Manager when needed. Communicate effectively, produce written, graphic, and oral presentations of technical information. Select, train, motivate, evaluate personnel, and coordinate training and performance reviews in collaboration with Human Resources. Build positive working relationships with co‑workers and the public through high‑standard customer service. Leadership Mentor Coaches in executing responsibilities and support effective team performance. Partner with the Organizational Performance Manager to apply total quality principles, develop benchmarking data, and drive process improvements. Support Star Point and Team Coordinator programs and other District‑wide initiatives. Interpersonal Abilities Communicate honestly and collaboratively, fostering respect and openness. Encourage initiative, risk‑taking, and conflict resolution. Work collaboratively in a team that considers all stakeholders. Benefits CalPERS retirement – 2.5% at 55 (or 2% at 62 for non‑reciprocal employees). Medical, dental, and vision insurance for employee and family. Deferred compensation matching up to $4,200 per year. Two weeks vacation per year (increasing with longevity), nine scheduled holidays, and 40 hours of chosen holiday. Administrative Leave of 64 hours per year. Standard 40‑hour schedule or 9/80 schedule options. District‑paid short‑term disability, long‑term disability, and life insurance. Ten years of progressively responsible environmental engineering experience, with at least five years managing or supervising environmental professionals. A master’s degree is highly desirable. Licenses, Certificates, or Credentials Valid California registration as a Professional Civil Engineer. Valid Class C California driver’s license, satisfactory driving record, and insurability to operate District vehicles.
