Environmental Compliance Consultants, Inc. (ECC) is seeking an experienced on-site Environmental Waste Transportation & Disposal (T&D)_Manager to join our Anchorage, Alaska service center. The T&D Manager plays a key leadership role in ECC’s company-wide waste management operations. This position is responsible for coordinating and overseeing hazardous, non-hazardous, universal, and other regulated waste transportation and disposal activities across all ECC regions. The role provides technical and administrative leadership and training for waste profiling, packaging, labeling, vendor coordination, regulatory compliance, disposal planning, and transportation logistics. The successful candidate will help ensure ECC’s waste management operations are performed safely, consistently, efficiently, and in full compliance with applicable state and federal requirements, including RCRA, DOT, and EPA standards. This role helps build consistency across the company by ensuring employees understand what is required, why it matters, and how their work supports safety, compliance, client service, and environmental protection. This position reports directly to the RCRA Program Manager and works closely with Site Managers, Project Managers, Technicians, and external disposal vendors. The Waste Transportation & Disposal Manager serves as a trusted resource for field teams and project leadership, helping ensure waste management activities are completed with professionalism, accuracy, accountability, and care.

Requirements: Key Responsibilities- Oversee safe, compliant, and consistent waste transportation and disposal (T&D) operations across all ECC locations in accordance with company procedures, client requirements, and applicable federal, state, and local regulations.
- Serve as ECC’s company-wide subject matter expert for waste profiling, packaging, labeling, manifesting, transportation, disposal, and related documentation.
- Review and approve waste profiles, manifests, Land Disposal Restriction forms, and other shipping documentation prior to waste shipment.
- Coordinate hazardous, non-hazardous, universal, and other regulated waste shipments from multiple service centers and contract sites to approved treatment, storage, disposal, recycling, or receiving facilities.
- Oversee lab-packing operations, including proper chemical segregation, compatibility review, packaging, labeling, documentation, and shipment preparation.
- Provide technical guidance and hands-on support to field teams for waste characterization, sampling, containerization, consolidation, labeling, storage, and documentation.
- Coordinate with Project Managers, Site Managers, and field teams to schedule waste pickups and ensure timely, safe, and compliant removal from project sites and service centers.
- Monitor, interpret, and apply federal, state, and local regulations related to hazardous waste T&D.
- Support, prepare, review, and submit required regulatory reports and filings, including biennial reports, generator status updates, and related waste management documentation.
- Ensure manifests, LDR forms, waste profiles, shipping documents, inspection records, and waste tracking records are properly completed, maintained, archived, and available for audit or regulatory review.
- Manage relationships with treatment, storage, and disposal facilities, transporters, recyclers, third-party carriers, and other waste management vendors.
- Administer, evaluate, and support negotiation of waste transportation and disposal contracts to ensure regulatory compliance, reliable performance, and cost effectiveness.
- Review vendor qualifications, permits, insurance, compliance history, pricing, and performance through periodic reviews and audits.
- Serve as a technical point of contact for client, vendor, and regulatory inquiries related to waste handling, transportation, disposal, and documentation.
- Support and oversee waste transportation and disposal contracts and client services, occasionally serving in a Project Manager capacity when appropriate.
- Develop, maintain, and deliver internal training on waste handling, profiling, packaging, labeling, manifesting, and T&D processes.
- Create, update, and standardize waste T&D standard operating procedures (SOP) across ECC facilities and project locations.
- Conduct site audits, document reviews, and compliance checks to confirm proper SOP implementation and regulatory compliance.
- Perform QA/QC reviews of waste profiles, manifests, LDR forms, shipping documents, waste loads, and supporting records.
- Support a People First safety and compliance culture by serving as a practical resource to employees and helping teams understand both the requirements and the reasons behind them.
- Develop, track, and report key performance indicators related to waste operations, including compliance rates, shipment turnaround times, disposal costs, vendor performance, and documentation accuracy.
- Provide technical waste management support for business development, proposals, pricing, client meetings, and contract reviews.
- Participate in client meetings, site inspections, regulatory discussions, and project planning meetings as needed.
- Support field staff and Project Managers in resolving waste classification, profiling, packaging, transportation, and disposal issues.
- Serve as the technical escalation point for waste T&D-related client, vendor, field, and regulatory inquiries.
- Travel to various ECC sites across the U.S. as necessary or when requested.
Qualifications
- High School Diploma or equivalent required. Bachelor’s degree in environmental science, chemistry, industrial management, or a related field preferred.
- Minimum 10 years of experience in hazardous waste management, transportation, and disposal coordination for an environmental firm.
- In-depth knowledge of RCRA, DOT, EPA, IATA, IMDG and OSHA hazardous materials regulations.
- RCRA hazardous waste management experience.
- Strong experience developing and reviewing waste profiles, manifests, and LDRs.
- Demonstrated ability to manage multiple projects and priorities across multiple sites and geographically diverse operations.
- Excellent communication, coordination, and leadership skills.
- Proficiency in Microsoft Office Suite and waste management tracking systems.
- Demonstrated commitment to safety, compliance, and continuous improvement.
- Ability to pass pre-employment drug testing including marijuana and government background checks for federal and client installation access.
- Valid Driver’s License required and insurability by ECC Carrier.
- 40-Hour HAZWOPER certification required (or ability to obtain upon hire).
- DOT Hazardous Materials Transportation and/or management certifications preferred.
- Ability to work in diverse environments including industrial and outdoor settings in extreme weather conditions.
