MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS’s mission by being the key coordination point for MCS Operations by managing internal reviews of memorandum, legislative reports, and other critical deliverables. The Program Advisor reports directly to the Senior Advisor and works closely with the key members of MCS Operations. The Program advisor supports the Senior Advisor in managing day-to-day executive operations for the Operations department within the Medicaid CHIP Services division. This role helps ensure priorities are aligned, leadership communications are coordinated, and follow-through occurs on key decisions and deliverables. The position plans, oversees, and manages the development and ongoing operation of highly complex and highly visible federal- and state-directed initiatives. The Operations department delivers infrastructure for both the managed care and fee-for-service delivery models within Texas Medicaid—one of the largest healthcare programs in the country—serving approximately 4 million Texans. It consists of various units that oversee the administration of claims and encounter processing, provider enrollment and credentialing, provider recoupment and vendor holds, provider resolution and administrative appeals, electronic visit verification, administration of drug benefits, drug manufacturer rebates, outpatient drug formulary, member enrollment processes for certain waiver programs, and a modernization team focused on transforming the existing infrastructure into a modern, modular, interoperable system that better supports the business functions of Medicaid programs. Essential Job Functions Attends work on a regular and predictable schedule in accordance with agency leave policy. Works collaboratively across MCS to identify innovative and effective solutions for clients and staff. Correspondence, Executive Review, and Communications (30%) Manages DEC correspondence, routing, and external communications; ensures materials meet agency standards; and coordinates related projects across MCS and HHS divisions. Operational Leadership and Initiative Management (30%) Assists MCS Operations leadership with daily operations and the oversight of operational functions and initiatives. Prioritizes, assigns, tracks, monitors, and reports on program initiatives led by peers through the planning and implementation stages. Prepares and approves high-quality letters, memoranda, analyses, reports, job descriptions, presentations, agendas, bill analyses, and other assigned writing tasks. Prepares responses to public, stakeholder, and legislative inquiries. Identifies staff training needs and develops guidance to support staff development. Cross-Division Coordination and Technical Assistance (25%) Collaborates with organizational areas within MCS and other health and human services divisions. Serves as a liaison to program staff and other agencies on programs and initiatives managed by MCS. Provides input, technical assistance, and guidance to internal staff and other HHS agencies during the development and implementation of program changes and new initiatives. Stakeholder Engagement and Presentations (10%) Works with and presents to community and professional groups, HHSC programs, state agencies, legislative staff, Medicaid managed care organizations, and public stakeholders. Provides information and technical assistance, identifies needs, helps resolve issues, and prepares oral presentations and written materials as appropriate. Registrations, Licensure Requirements Or Certifications N/A Initial Screening Criteria Graduation from an accredited four-year college or university with major coursework in business administration, health or public administration, political science, organizational leadership, or related field is required. Three years of full-time work experience in a health and human services field (a master’s degree may substitute for one year of work experience). Experience analyzing performance data, value streams/workflows, or policy impacts to inform decision making. Experience in strategic business planning with leadership teams.
