What We Need: The Oregon Primary Care Association (OPCA) seeks a Health Access Manager who is responsible for coordinating and handling day-to-day activities for HIV/STI programs in Oregon and SW Washington that align with Oregon’s End HIV initiative and training topics related to linkage to care supporting whole person health in the prevention and management of HIV as a chronic condition. As a member of the HIV/STI Program management team, this position bridges the gap between clinical practice and barriers to healthcare access to improve health outcomes along the HIV Care Continuum. The HIV/STI Program delivers innovative, evidence-based, education and training programs to improve both access to care and quality of life for people who are living with or are at-risk for acquiring HIV. To accomplish our shared goals, we support health centers and key partners by facilitating peer network gatherings, trainings, site visits, learning collaboratives, and data-driven improvement projects. In addition, we work with policymakers and partners to share the impact health centers have in their communities and advance policy to improve patients’ lives and the ability of health centers to serve them. Who You Are: A highly skilled facilitator with a demonstrated ability to speak to large crowds and diverse audiences in an interprofessional environment, you thrive when managing multiple initiatives and prioritizing competing training demands across the state. Your understanding of epidemiologic and survey data supports program efforts and allows you to measure program success. Your ability to think strategically and deliver technically allows you to combine an understanding of high level organizational and team goals with an impeccable attention to detail in your daily work. As a collaborative relationship builder, you work closely with your team and other thought partners. What You’ll Bring: Demonstrated proficiency in Outlook, complex schedules and meeting planning on multiple calendars Knowledge/understanding of HIV/AIDS educational programs and priorities, including early intervention activities and disease investigation Solid communication and interpersonal skills to communicate effectively with all levels of staff, both verbally and in writing Solid ability to multi-task with demanding timeframes Ability to use sound judgment in responding to issues and concerns both internally and with external community partners Superior ability to prioritize assignments, manage several concurrent projects effectively with frequent interruptions under deadlines Working skills to analyze information and synthesize large amounts of data with strong attention to detail Ability to travel to support training and capacity building assistance in alignment with program deliverables. Knowledge, skill and ability to establish and maintain effective working relationships with a wide variety of personalities and organizations What You’ll Do At OPCA: Provide subject matter expertise on linkage, engagement and addressing barriers to health care access to support whole-person health and the integration of HIV into primary care environments. Apply knowledge and technical expertise to educate and incorporate promising practices to support health system transformation efforts around equity and inclusion. Review internal and external policies, practices, and procedures to support continuous quality improvement along the HIV Care Continuum. Identify strategic partnerships to increase efficiency and reduce duplication of efforts to streamline health care access for populations impacted by HIV. Build and maintain relationships with collaborating partners to identify training opportunities in alignment with Oregon public health goals. Coordinate onsite training activities related to program deliverables. Market and facilitate learning opportunities (training events, communities of practice, webinars, conferences) for health systems in Oregon. Facilitate large conferences & workshops based on HIV educational needs assessments. Provide capacity-building assistance to community partners around access and linkage to care along the HIV Care Continuum. Ensure appropriate documentation and reporting of training outcomes in compliance with funder requirements. Assist with program evaluation efforts and quality improvement practices, including data entry and reporting on program deliverables in alignment with existing contracts. Minimal Qualifications: Advanced proficiency required. Typically requires a bachelor's degree and/or 3–5 years of relevant work experience, or an equivalent combination of education and experience. Lived experience is highly valued and may be considered in lieu of formal educational requirements. Fluency in written and spoken English required.
