Duties

Help

If selected for this position, you will join a well-respected team that is responsible for the formulation, presentation, and executing phases of the district's short and long-range budget.

Typical work assignments will include:

• Supervises subordinate staff. Plans work to be accomplished by subordinates, set goals and priorities, and prepares schedules for completion of work.
• Develops and maintains an integrated financial planning and reporting system that involves both long-range programmatic plans and the annual budget as a key segment of those plans.
• Plans and carries out an accounting program within appropriate delegation.
• Provides technical guidance to management team in the identification of future resource requirements, and in the planning and development of future budget requirements.

Responsibilities will increase and assignments will become more complex as your training and experience progress.

• You must be a U.S. Citizen or National.
• Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
• You must be registered for Selective Service, if applicable.
• If selected, you may be required to complete a one year probationary period.
• If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
• Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications

To be eligible at the GS-13 level, you must have: at least one year of specialized experience equivalent to the GS-12 level.

Specialized experience is defined as:

• Advising management on the effectiveness of program operations in relation to planned financial objectives by evaluating expenditure data and recommending improvements to program plans, budget proposals, or operating costs.
• Providing technical guidance and assistance in identifying future resource requirements and developing short- and long-range budget requirements.
• Managing or overseeing budget execution activities, including funds control, monitoring obligations, determining funds availability, and recommending fund reallocations when necessary.
• Preparing and analyzing budget reports, estimates, analyses, or financial forecasts related to budget submissions, obligations, funds availability, program direction, and the relationships among program plans, budget proposals, and operating costs.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
