This position is located in El Paso, Texas serving Public Health Region 9/10 which includes 36 counties from the Rio Grande River to the New Mexico border. The RMD blends clinical expertise with executive leadership to advance public health practice and protect communities. As the region’s lead physician, the RMD provides medical direction, serves as a trusted advisor to local and regional partners, and oversees the delivery of high‑quality public health and clinical services. This role offers broad professional scope including clinical oversight and public health preparedness while maintaining direct engagement in meaningful medical decision‑making. The RMD works closely with agency leadership and with city, county, state, and federal partners to coordinate services, respond to public health incidents, and ensure consistent application of evidence‑based practices and regulatory standards. For candidates who hold a current U.S. Medical License (MD or DO) from a state other than Texas, or who are eligible to obtain a Texas Medical License (e.g., medical school graduates, expired license, etc.), a Texas Medical License will be required as a condition of employment. Candidates may begin employment prior to obtaining the Texas license, provided they are able to secure licensure within the six-month probationary period Essential Job Functions (EJFs): 40% – Provides medical and administrative leadership for regional programs; partners with local health departments; oversees public health services in counties without a local health department; and serves as a key physician liaison to external agencies, officials, and community stakeholders. 30% – Supervises program managers, leads the region’s medical and operational response to public health incidents, and ensures alignment with agency priorities, policies, and clinical standards. 25% – Serves as health authority for counties without a designated health authority; oversees the regional Class D pharmacy; reviews and signs standing delegation orders; authorizes medical countermeasures and prophylactic medications; and provides clinical public health services as needed, including tuberculosis, sexually transmitted infections, and immunizations. 5% – Performs additional duties as assigned, including participation in disaster response, recovery operations, or Continuity of Operations (COOP) activation, which may require alternate schedules or locations. Knowledge, Skills and Abilities (KSAs): Knowledge of modern medicine principles and practices, functions of public health organizations, state and federal public health laws, and current public health social and economic trends. Skill in public speaking and executive-level collaboration. Ability to plan, coordinate, and execute responses to public health needs and queries. Registrations, Licensure Requirements or Certifications: Required: Current full and unrestricted license to practice medicine in the State of Texas or the ability to obtain licensure within 6 months of employment. Preferred: Board certification in Public Health, Preventative Medicine, Infectious Disease, or other public health related discipline(s). Required: Current driver's License Initial Screening Criteria: Doctor of Medicine (M.D.) or an equivalent degree in medicine or osteopathic medicine (required). Experience in leadership and organizational management (preferred). Experience working in public health or public health related activities (preferred). Experience with federal, state, or local government (preferred). Additional Information: This position is located in El Paso, Texas and requires a current full and unrestricted license to practice medicine in the State of Texas or the ability to obtain licensure within 6 months of employment. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business, and an acceptable driving record must be maintained. This position may require travel up to 25% of the time and hours outside of 8:00am to 5:00pm, Monday through Friday.
