To qualify for a Management and Program Analyst, your resume and supporting documentation must support: Specialized Experience One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut‑off/closing date of the announcement. Creditable specialized experience includes: Resolving critical problems or issues related to component or cross component policy development and application. Presenting, justifying, and defending budget increases before high-level and Senior Management. Providing interpretations of broad legislative, regulatory, and policy guidance for application to the Portfolio budget plans, policies, and recommendations. Performing a wide range of professional, technical, administrative, and analytical duties connected with the formulation, justification, presentation, execution, and review of the Portfolio program budget. Applying expert knowledge of budget and program principles, policies, procedures, concepts, standards, terminology, financial management, and business operation systems to execute assignments and projects, resolve issues, and provide authoritative financial analysis to leadership and senior government officials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Qualifications for ICTAP To be found well-qualified as an ICTAP, applicant must have experience such as: formulating, presenting, and executing complex, national-level budgets; Analyzing and evaluating organizational programs, manpower, and procurement actions to improve effectiveness, justify multi-year expenditure plans, and align resource allocation with higher-level strategic objectives; interpreting and applying appropriation law to resolve unprecedented financial issues and ensure strict legal compliance; leading and directing collaborative study teams, serving as a strategic liaison, and providing authoritative written and oral briefings to senior leadership on the allocation, distribution, and expenditure of agency funds. #J-18808-Ljbffr
