POSITION SUMMARY: This position provides the special education data support required by management in the planning and implementing of student enrollment at the elementary and secondary levels. Serves as the sole district-wide special education data analyst. This position monitors and analyzes special education enrollment data trends and recommends reconfigurations in forecasts. This position coordinates a variety of reporting requirements to ensure accurate timely responses to a variety of local, state, and federal agencies. This position is also responsible for supporting overall program planning. Coordinates with Directors and staff regarding compliance deadlines to ensure completion of reports on time. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is meant to be representative, not exhaustive. Education and Experience
Bachelor's Degree or equivalent in computer applications OR
Four years of work experience in technical or statistical positions with database management responsibilities.
Technical training in computer spreadsheet, database management, or statistical information may be substituted on a month-for-month basis for up to one year of the required experience, which provides the applicant with the knowledge, skills, and ability required to perform the work. PREFERRED QUALIFICATIONS:
Knowledge of school district enrollment reporting requirements, student information system software; knowledge of data trend analysis and data manipulation methods; skill and ability to use and adapt software applications for analyzing and synthesizing demographic information.
Experience with district or statewide tracking of student database systems such as the Student Management System, CEDARS Reporting System, and SynergySE. CONDITION OF EMPLOYMENT:

While performing the duties of this job, the employee regularly works in indoor conditions and regularly works near video display. The noise level in the work environment is usually moderate. Occasionally works with angry frustrated employees or parents. Frequent interruptions require the employee in this position to redirect their focus to meet the district responsiveness goal. Must occasionally work flexible hours to meet deadlines. Travel to various locations within the district is required. This position requires long periods of time looking at numbers and reading computer screens. The person in this position must be able to visually concentrate on detail and be accurate with data and text entry. This work requires daily word processing, database entry, desktop publishing, spreadsheets, telecommunication, graphing, and use of test/survey scoring software. WORK SCHEDULE The position typically works 8:00 a.m. to 4:30 p.m., Monday through Friday, 260 days per year, with occasional adjustment in schedule as required. REPORTING RELATIONSHIPS This position reports to and is evaluated by the Executive Director for Student Support Services. This position receives some direction and setting of priorities from the department's Student Support Services Fiscal Administrative Specialist. - Responsible for interpreting and implementing RCW, WACs and OSPI bulletins regarding proper special education reporting procedures.
- Responsible for the inputting and updating of special education data into the District's Student Information System.
- Utilize and manipulate automated student information system to collect and maintain special education enrollment data to provide comprehensive reporting of student enrollment by disability, ethnicity, grade, school, teacher, and classroom.
- Submit on-line P223H monthly enrollment reports for state funding purposes. Enrollment reporting from a state and district financial perspective is a high-risk activity and is audited annually.
- Prepare monthly enrollment reports for distribution to special education administrators and departments and principals district-wide.
- Initiate and create required and customized Excel formatting of special education student statistical data. Issue monthly electronic case load reports to Special Education Building Site Coordinators, departmental itinerant staff, Principals, and SSS staff.
- Provide ongoing training and support to staff regarding special education reporting and compliance requirements, with commitment to minimizing non-compliance.
- Responsible for annual special education student enrollment reporting to OSPI regarding Timeline for Initial Evaluation, Early Childhood Outcomes Project, Least Restrictive Environment, Federal Child Count, Special Education Students Suspended/Expelled, Transition From Part C to Part B By Child's 3rd Birthday, and Post-School Demographic Survey (coordinates with Program Specialists). Responsible for annual special education student enrollment reporting to the Office of Civil Rights (Civil Rights Data Collection Report). Reports adhere to strict deadline timelines.
- Coordinates with Executive Director of Student Support Services to complete data summaries for special projects, grants, or other departmental needs.
- Maintain historical and statistical enrollment data for program planning and budget purposes, including record of causes for fluctuations in student enrollment data for compliant and noncompliant students. Reconcile discrepancies.
- Collaborate with District Information Technology Department to provide special education data information on a wide variety of enrollment procedures and reporting to OSPI. Monitor published data for accuracy and effectiveness.
- Serve as departmental focal point for reviewing, interpreting, and implementing new data reporting requirements, including training of staff and monitoring of adherence to requirements.
- Monitor the contracted placement of special education students in other district's programs to prevent duplication of student enrollment reporting to OSPI for funding.
- Coordinate with transportation staff, Student Support Services staff, technology staff, and school data secretaries in the smooth flow of information to the department's special education database system (SynergySE) from the Student Information System. Provide support to special education staff in the utilization of the special education database system.
- Represent the special education department at monthly district-wide data secretary meetings.
- Establish and maintain cooperative and effective working relationships with parents, coworkers, staff, outside agencies, and the public.
- Maintain current knowledge of laws, rules, and regulations governing state and federal special education student enrollment reporting.
- Greet students, parents, staff, and other visitors to the department.
- Willingness to be cross trained to co-worker positions within the office.
