We are seeking a General Manufacturing Manager (Value Stream Leader) Level 2 for our facility in Oxnard, CA.Learn more about Deployables at our website: OverviewReporting to the Director of Operations, the Value Stream Leader (VSL) Manufacturing Manager leads a multi-disciplined manufacturing Operations team for all production activities. The VSL, in partnership with program management, plans, manages, and balances special programs operations supporting program deliverables. In addition to leading the manufacturing operations team, the role interfaces with program management, manufacturing and design engineering, quality, supply chain, suppliers, and other partners. The VSL exhibits overall ownership of manufacturing operations, leadership, and direction in all strategic and daily tactical activities including other functions reporting into the value stream (ie QE, QT, Production & Material Planning, Mfg Eng, Supply Chain).Role and Responsibilities:Lead daily management standards for Safety, Quality, Delivery, Employee, Cost (SQDEC)Leads a multi-disciplined manufacturing operation team.Conducts periodic performance reviews for staff.Perform regular 1:1 with direct reports.Ownership for effective hand-offs through all functional and process center areas.Execute and continuously improve daily management processes and communicate/escalate key issues to leadership and throughout the organization.Collaborate and coordinate with functional value streams, process centers, functional leaders (manufacturing engineering, quality, production planning and material control) and business support functions (program managers, finance, contracts, and human resources) to achieve product and site goals via sharing of resources, tools, equipment, and processes.Develop value stream hiring plans, onboarding, retention, and training plans in support of business needs.Ensures staffing needs are identified in conjunction with program managementWorks with functions to ensure appropriate staffing is assignedWorks with program management and the functions to reconcile resource conflictsIdentify and develop business cases for capital project plans to support the value stream execution and growth, in collaboration with programs and manufacturing engineering functions, and ensure continuous monitoring of projects to achieve performance/quality, delivery, and budget commitments.Own Value Stream operations resource management, escalation, prioritization, and conflict resolution decisions.Review NPI and CI process releases for implementation feasibility, effectivity, applicable training requirements, and rollout plan.Strengthen the manufacturing operations team through strategies, providing coaching and personnel development with a focus on ownership, leadership and employee development, ensuring disciplined approaches are defined and executed.Support customer proposals through generation of estimates, identification of operational risks & opportunities, and identification of resource conflicts to ensure defendable basis of estimates for labor and schedule durations.Plans, organizes and responsible for production schedules.Provides direction to process improvement activities impacting the Value StreamOversee direct reports training requirements.Travel as needed to support programs, training, or other needs (Generally< 10%)Drive the Value Stream Quality Management (Corrective Action Boards, Counter Measures, and RCCAs)Report monthly Value Stream Health Check (KPI) to senior leadershipParticipate in monthly Program ReviewsManage overhead and direct labor yield (DLY) ratesBasic Qualifications:Bachelor's degree with at least 8 years of manufacturing operations management and/or program leadership experience: OR 7 years' experience with a Masters degree. An additional 4 years experience may be considered in lieu of a degreeExperience managing or leading a team of Engineers, Technicians or other ManagersProven track record and drive for achieving manufacturing and operational results, financial results; and effective and timely decision makingRoot cause problem solving and continuous improvement skillsKnowledge and experience with executing process standards and risk management identification and mitigationRequires experience creating a culture of engagement and inclusion, continuous improvement and teamworkExperience in the Aerospace Industry​Preferred Qualifications:Bachelor’s Degree in a STEM discipline and/or Business Administration10 years of experience in manufacturing operations managementExperience transitioning products through the product lifecycle from development to full rate production Primary Level Salary Range: $121,100.00 - $181,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
