Summary
The Department of Public Health (DPH) seeks an exceptional leader and team advocate to fill a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) role. The assignment is anticipated to last through December 31, 2027 . This recruitment will also be used to establish a pool of qualified candidates that may be considered for selection of additional vacancies of the same position type over the next six (6) months. Position Summary As an HR Supervisor , you will provide direct supervision and support to our talented Employment & Hiring Team; this includes prioritizing workflow, increasing efficiency and communication with a focus on continuous improvement as we partner with our divisions and contribute to Public Health's mission of eliminating health inequities and maximizing opportunities for every person to achieve optimal health. This position will report to the Employment & Leaves Manager. Background The Human Resources Section falls under the Office of the Director (ODIR) and is responsible for Employment and Leaves; Leadership Development and Employee Engagement; and Employee and Labor Relations.Public Health - Seattle & King County ("PHSKC" or "Public Health") is the Public Health Department for King County, Washington which includes 39 cities, including the City of Seattle, and unincorporated areas. Public Health is one of the largest metropolitan health departments in the United States with over 1,600 employees. With a biennial budget of nearly $1 billion, the department serves approximately 2.3 million people of King County who reside in urban, rural, shoreline, foothill, and mountain communities with distinct environments and unique public health needs. We operate primary care, dental, sexual and reproductive health, parent child health, and other health care-related services throughout King County across 40 sites and mobile clinics. King County is an international port of entry, welcoming nearly 40 million visitors annually. Over 100 languages are spoken by King County residents.
Work Schedule
The typical work week is Monday through Friday, 8:00am - 5:00pm; 40 hours per week. This position is designated as exempt under the regulations of the Fair Labor Standards Act (FLSA) and is not eligible for overtime. Our employees are paid on a bi-weekly schedule, every other Thursday. Work Location The primary onsite location is Chinook Building located at 401 Fifth Avenue, Suite 1000, Seattle, WA 98104 and work is perform in a hybrid environment. Teleworking Requirement The HR team works in a hybrid of remote and onsite work, requiring work in the office at least three days a week. Travel to other work locations, campuses, and community events may be necessary. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Hybrid work schedules and/or work locations are subject to change based upon operational necessity.
Job Duties
- Provide direct supervision and support to the Employment & Hiring Team. Oversee and monitor workflow and work prioritization of team assignments and continue to grow and support strong partnerships with divisions.
- Provide guidance and coaching to staff to reduce 'answer shopping' and support consistency across the work unit.
- Support consistency and quality of established processes in the areas of equity in recruitment and selection best practices, communication standards, review and approval of Personnel Change Notices, and other HR processes and procedures.
- Oversee recruitment and selection processes; provide recruitment services to Hiring Managers to meet department workforce and business needs.
- Support credentialing efforts for Other Licensed or Certified Practitioners (OLCP).
- Provide consultation to managers and supervisors on personnel rules, classification/compensation system, employment law, labor and contract administration, and other HR policies, procedures, and guidelines.
- Support the team as an engaged leader to address and resolve team conflict through restorative practices and healthy conflict engagement strategies.
- Lead recruitment process improvement efforts, oversee implementation of initiatives, and measure outcomes to monitor and evaluate effectiveness.
- Perform other duties as required.
Experience, Qualifications, Knowledge, Skills
Minimum Qualifications:- Five years of increasingly responsible human resources experience, including time spent providing leadership to a team,
- OR an equivalent combination of education and experience necessary to perform the scope of job duties.
- Demonstrated skill and experience establishing standard work and developing and implementing work prioritization strategies.
- Demonstrated skill and ability to successfully navigate within political/bureaucratic environments.
- Demonstrated commitment to providing exceptional customer service to employees.
- Reinforce and promote a customer-focused practice, while implementing the vision of the department and best practices consistent with King County's Equity and Social Justice strategic plan.
- Ability to build cooperative relationships quickly and professionally.
