Help

If selected for this position, you will join a well-respected team in the United States Attorney's Office, Southern District of Texas (SDTX).

As a Paralegal Specialist (Affirmative Civil Enforcement) in the United States Attorney's Office (USAO), you will:

  • Draft initial legal and administrative briefs, United States Attorney's Office motions, oppositions to defense motions, and correspondence for Assistant United States Attorney's review;
  • Use in-depth knowledge of the application of various laws, court and/or administrative decisions and interpretations related to affirmative civil enforcement, perform substantive research, evaluation, and analysis of a variety of specialized legal topics and points of law;
  • Prepare and organize voluminous documentation and evidence for production as discovery and for use in trial;
  • Participate in pre-trial witness conferences, noting any deficiencies in case materials (e.g., missing documents, conflicting statements) and additional issues or matter requiring investigation prior to trial.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

If selected for the position, you will be assigned to the Civil Division - Affirmative Civil Enforcement (ACE).

  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

  • If selected, you may be required to complete a one year probationary period.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification and eligibility requirements within 30 days after the closing date of this announcement and before placement in the position.

Qualifications

GS-9: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below : Specialized Experience, Education, OR a Combination of Education and Experience.

Specialized Experience : One full year of specialized experience equivalent to the GS-7 level.

Specialized experience is defined as experience researching, evaluating, and/or analyzing a variety of legal topics and points of law; drafting legal documents (i.e., briefs, subpoenas, motions, depositions); utilizing statistical charts or graphs to organize trial data; assisting in preparing case presentations and/or PowerPoint presentations; assisting in writing reports for individuals conducting witness interviews; AND participating in pre-trial conferences.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL. B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Criminal Justice, Law, Business Administration, Accounting, Healthcare etc. (Note: You must attach a copy of your transcripts.)

Combining Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below : Specialized Experience, Education, OR a Combination of Education and Experience.

Specialized Experience : One full year of specialized experience equivalent to the GS-9 level.

Specialized experience is defined as experience preparing summaries and making recommendations on statutes, regulations, cases, policies, and/or procedures; drafting civil correspondence and legal documents pertaining to civil health care fraud, procurement fraud, or other frauds against the government; preparing case presentations and PowerPoint presentations; AND interviewing witnesses and various individuals involved in civil cases.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as such as Criminal Justice, Law, Business Administration, Accounting, Healthcare etc. (Note: You must attach a copy of your transcripts.)

Combining Education and Experience: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
