Testing and Abatement Manager

Overview:The Testing and Abatement Manager is responsible for coordinating, tracking, and reporting all activities associated with lead-based paint testing and abatement under the approved scopes of work. The Manager ensures full compliance with project requirements, agency standards, and reporting obligations to the New York City Housing Authority (“NYCHA”).This position works under the direction of the District Manager and collaborates closely with the Maintenance, Construction, and Compliance departments to ensure the timely completion of abatement work, and coordination of any temporary resident relocations necessary to complete the required scope of work.Responsibilities:Project Coordination and ComplianceCoordinate all testing, abatement, and clearance activities in accordance with the approved scope of work and abatement scheduleEnsure maintenance of comprehensive and accurate records of all units tested and abated, including inspection reports, floor plans, and clearance resultsMonitor progress against the approved abatement schedule and prepare regular progress updates for internal review and NYCHA reportingEnsure all work complies with applicable federal, state, and local lead abatement regulations and project standardsCoordinate with Construction, Purchasing, and Property Management to plan and oversee any temporary relocations of residents necessary to complete abatement safely and efficientlyDocumentation and Reporting to NYCHAEnsure tenant notices are issued after every unit testFor units with positive lead results, ensure required documentation is completed, including:Floor plansDOH noticesPost-abatement noticesAbatement and clearance reportsPrepare and submit quarterly progress reports to NYCHA summarizing:Units completed and cleared in the prior quarterUnits scheduled for the next quarterAnticipated abatement timelines and completion targetsRelevant changes or challenges affecting implementationMaintain and update Yardi and the NYCHA Smartsheet tracker within ten (10) days of any testing or abatement activity, ensuring all data accurately reflects the current statusUpon completion of all abatement activities, prepare and submit a Final Lead Abatement Report to Ownership, Management, and NYCHA, including component-level descriptions of abatement work, clearance documentation, and applicable lead-safe or lead-free exemption recordsProvide Ownership, Management, and NYCHA with additional reporting, supporting data, or clarifications reasonably requested to verify compliance with project requirementsDocumentation for Reimbursement and RecordkeepingCompile and maintain all documentation required to support reimbursement requests from the Abatement Reserve Account, including abatement reports, contractor invoices, and supporting approvalsPrepare and submit reimbursement packages for NYCHA review and approval, ensuring accuracy and completeness of all supporting documentationTrack and reconcile all reimbursement submissions, approvals, and payments related to the Abatement Reserve AccountMaintain clear and auditable records of all expenditures and supporting materials for project oversight and compliance reviewsData Management and AnalysisDevelop and maintain summary tables, charts, and tracking logs reflecting progress toward abatement goals by building and unitAudit building portfolios to confirm abatement progress and update documentation accordinglyEnsure all project records are securely maintained and accessible for review by management and oversight agenciesPrepare and track agency filings, HPD submissions, and other regulatory documentation related to testing and abatementLead Violation ResolutionDirect and track resolution and close-out of lead-based paint violations, including testing, abatement, clearance, and documentationConfirm violations are properly cleared and documented prior to close-outRequirements:Bachelor’s degree in Project Management, Construction Management, Environmental Science, or a related field preferredMinimum 3–5 years of experience in project coordination, affordable housing management, or environmental complianceFamiliarity with lead-based paint abatement standards, regulatory requirements, and associated reporting proceduresStrong analytical and organizational skills with a high degree of attention to accuracy and documentationProficiency in Microsoft Office Suite (Word, Excel, Outlook) required and Smartsheet, preferredExperience with NYCHA, HPD, and related agency documentation and compliance processes preferredStrong written and verbal communication skillsAbility to work collaboratively across departments and independently manage multiple concurrent priorities #J-18808-Ljbffr BOULEVARD TOGETHER OWNER LLC
