This job rotation is estimated to last 6 months with the possibility of an extension. Applicants must be current ODOC or OCE employees and are required to attach their current supervisor’s approval with their application material. About the Job – Your Role This position is responsible for identifying, analyzing, and making recommendations on financial and policy issues affecting the Department. Duties include reviewing and recommending changes to business practices that impact multiple divisions within the agency, as well as developing and implementing proposals, policies, systems, and strategies to address organizational needs and challenges. The role also involves establishing and leading internal and external stakeholder groups in support of planning efforts, evaluating data across programs and divisions to identify trends, and designing operational systems, policies, and procedures. In addition, this position evaluates, analyzes, and interprets issues impacting agency programs and services, including the effects on state, federal, and local agency partners. As assigned, this position may also take the lead on major initiatives aimed at improving financial and budgetary practices across the agency and, when appropriate, with external stakeholders. This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute. Minimum Qualifications A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five (5) years professional-level evaluative, analytical and planning work. OR; Any combination of experience and education equivalent to eight (8) years of experience that typically supports the knowledge and skills for the classification. Requested Skills Strong analytical and financial management skills with the ability to evaluate complex issues and implement effective solutions. Knowledge of accounting, budgeting principles, and fiscal management practices. Ability to develop and recommend policies, procedures, and strategic initiatives. Excellent oral and written communication skills with the ability to present information clearly and objectively. Ability to collaborate effectively with staff, stakeholders, government officials, and legislative partners. Experience analyzing financial proposals and assessing operational and fiscal impacts. Ability to advise senior leadership and recommend innovative improvements to financial and business practices. Skill in interpreting and utilizing data to support decision-making, performance standards, and operational improvements. Ability to establish long-range goals and develop strategies to achieve organizational objectives. Ability to maintain confidentiality when handling sensitive financial, budgetary, and agency planning information. Working Conditions The majority of duties are performed in an office environment and require extended periods of sitting and computer use. Employees are expected to regularly use email and accounting-related systems in the performance of their duties. This position may occasionally involve stressful situations, including challenging customer interactions, resolving financial discrepancies, and managing competing deadlines during peak workloads. Work may be conducted in a hybrid environment, including telework and/or work at DOC Headquarters. Physical attendance may be required for meetings, trainings, or other work-related activities at various locations. Regular attendance is an essential function of this position, and occasional extended work hours may be required. Occasional in-state travel to field offices and institutions may occur and can include contact with Adults in Custody (AICs), which may pose a risk of physical injury. Employees may also be required to provide assistance through recall and/or reassignment during institutional emergencies or AIC unrest. It advises and evaluates counties regarding administration of probation and parole programs supervising more than 24,000 offenders in Oregon communities.
