Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Los Angeles Field Office in Los Angeles International Airport (LAX) in Los Angeles, CA . Responsibilities Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to perform a full range of inspection, intelligence, analysis, examination, and regulatory enforcement activities of agricultural commodities in various environments. In this first-line supervisory position you will become a key member of a team of Homeland Security. Typical work assignments include: Supervises shift operations, provides technical advice on import and export of cargo and merchandise and articles accompanying persons; International mail compliance; arrival or departure of vessels, aircraft, and/or counter-terrorism and anti-smuggling activities. Including Identification, control and/or eradication programs. Responds to and resolves technical and operational questions regarding function or program supervised. Coordinates with those similarly involved In other field locations and at higher levels, as needed. Ensures current selectivity techniques are used to distinguish and concentrate on potential violations while facilitating legitimate arrivals and proper trade activity. Provides guidance and training, communicates intelligence and enforcement information, disseminates new procedures and policy changes to direct reports, and assures work is performed so that legitimate traveling and importing public will experience as little delay as possible. Plans and carries out assignments, projects, studies or investigations intended to explore and resolve operations and law enforcement problems, or to Improve new procedures. Qualifications All applicants must meet the Basic Requirement in order to be considered for this position. Eligibility will be verified based on your submitted transcripts and resume. More information on this requirement can be found in the CBP Agriculture Specialist Qualification Aid and in the OPM Qualification Standards. Basic Requirement for the CBP Agriculture Specialist: 1. Degree: Bachelor's degree (or higher) in biological sciences, agriculture, natural resource management, chemistry, animal science, plant science, pest management, or related disciplines appropriate to the position. OR 2. Combination of education and experience: Completed at least 24 semester hours (36 quarter hours) in a qualifying field of study, as shown above, PLUS qualifying experience or additional education. To determine if you meet the combination, you must divide the months of qualifying experience by 48; next, divide the number of undergraduate semester hours by 120 (or 180 for undergraduate quarter hours) and the two percentages must total at least 100%. You qualify for this position if you meet the basic requirement listed above and possess one year of specialized experience as described below. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing technical advice on import and export of cargo and merchandise. Analyzing a variety of agriculture-related material, pests or diseases including the very difficult, complex and unusual finds submitted by other agriculture inspection personnel. Serving as a consultant identifying a range of insects and related pests associated with the inspection of conveyances/ passengers. Resolving conflicts between CBP Agriculture Specialists, travelers or importing public and handling the most unusual agriculture commodity or pest problems. Transcripts: If you have never held a position in the GS-0401 series with Customs and Border Protection, you are required to submit a copy of your transcripts with your application. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/26/2026. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: Working for the U.S. Government as a federal civilian or as a member of the military A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government Participation in a study abroad program sponsored by a U.S. affiliated college or university Working as a contractor, intern, consultant or volunteer supporting the U.S. government Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period. Physical and Environmental Conditions: The work environment includes offices, aircraft operation areas, airline passenger and cargo areas, and marine docks. Periods of outdoor work may be required in snow, rain, or extreme heat. Occasional periods of outdoor work may be required in remote areas with no modern comfort facilities. The work may involve the use of toxic chemicals, pesticides and fumigants. Protective clothing may be required such as hard hats, gloves, goggles, hearing protection, and respirators. Additional Information Agriculture Specialist is an approved polygraphed position, but currently is not being polygraphed. Agriculture Specialist is a position that requires a drivers license. Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment. Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 3 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed. All first-line appointed supervisors, who have never completed a supervisory probationary period are required to successfully complete the Essential Supervisory Skills (ESS) course during their supervisory probationary period. Failure to successfully complete the ESS course within the supervisory probationary period will result in the employee being removed from the position. Motor Vehicle Operation: You must possess the ability to operate a Government Owned Vehicle. A valid, non-restricted driver's license is required. Rotational Assignments/Duty Locations: Mission needs may require rotation of assignments and duty locations. Must be willing to oversee multiple locations in multiple ports. Uniform: You will be required to wear an officially approved uniform while in a duty status. Data Systems: You will be required to maintain access to all data systems necessary for duty execution. Training: This position has a training requirement. Selectee(s) are required to attend and successfully complete a 59 days of paid training by the US Department of Agriculture and CBP Field Operations Academy (FOA) Prior to arriving at the FOA, you must complete 10 days of pre-academy training. Following the completion of the FOA, you must complete 13-weeks of post-academy training at the selectee(s) assigned duty station. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.
