Budget Analyst IV

Job Class (Code): Budget Analyst IV (1158) Salary Group: B-24 Hiring Rate: $6,500 -$7,500 /month Job Posting Dates: September 21, 2026 – until filled Organization Overview The State Preservation Board (SPB) was established for the purpose of preserving, maintaining, and restoring the State Capitol and the 1857 General Land Office, which houses the Capitol Visitors Center. Since that time, Agency operations have expanded to include care of the Governor’s Mansion, operating the Bullock Texas State History Museum, Texas State Cemetery, Capitol Mall and three Capitol Complex legislative office buildings. We provide educational programs centered on Texas history, government and culture. These services benefit the citizens of Texas and its visitors. Position Summary The Budget Analyst reports directly to the Director of Finance and performs advanced budget preparation and analysis work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Provides agency-wide budget support, analysis, monitoring, and reporting to ensure the agency’s financial resources are planned, allocated, and managed in accordance with legislative appropriations, state laws, Comptroller requirements, and agency policies. This position serves as a key resource to the Finance Division and agency program areas regarding budget development, expenditure management, funding requirements, and budget-related reporting. The position works closely with the Chief Financial Officer (CFO), Finance Division leadership, program managers, and agency management and assists with the development and submission of budget information to the Legislative Budget Board (LBB), Governor’s Office, and other oversight entities. Performs all other duties as assigned. *Must be able to work weekends, evenings and holidays, including on short notice*. Develops, monitors, and analyzes the agency’s operating budget and provides recommendations to management regarding available funding and budgetary needs. Assists with the development, preparation, and submission of the agency’s Legislative Appropriations Request (LAR) and supporting budget schedules, narratives, exceptional item requests, and related documentation. Analyzes historical expenditures, projected expenditures, revenue, appropriations, transfers, and other financial information to identify trends, variances, funding requirements, and potential budget risks. Monitors budget-to-actual activity and prepares periodic budget reports for the CFO, executive management, program managers, and other stakeholders. Reviews expenditures, purchase orders, encumbrances, contracts, payroll impacts, and other financial commitments for budgetary impact and compliance with appropriations. Works with program managers and division directors to develop annual operating budgets and monitor spending throughout the fiscal year. Reviews requests for additional funding, budget transfers, position changes, exceptional items, capital needs, and other budget actions. Assists with the preparation and analysis of biennial budget estimates, fiscal impact information, operating budget documents, and legislative budget submissions. Provides budget analysis and supporting documentation for agency requests involving building maintenance, capital improvements, museum operations, information technology, staffing, contracts, and other agency priorities. Coordinates with accounting staff to reconcile budget information with accounting and financial system data and investigates discrepancies. Assists in monitoring appropriations, strategies, riders, limitations, transfer authority, and other legislative requirements affecting agency operations. Researches state laws, General Appropriations Act provisions, Comptroller requirements, LBB guidance, and other state budget and financial requirements. Prepares financial models, forecasts, schedules, spreadsheets, presentations, and other analytical tools to support management decisions. Provides technical assistance and guidance to agency staff regarding budget procedures, funding availability, budget coding, expenditure planning, and budget requirements. Tracks legislative actions and analyzes potential financial and operational impacts on the agency. Assists with responses to LBB, Governor’s Office, legislative offices, Comptroller, State Auditor’s Office, and other oversight requests. Supports the development of budget-related responses to audits, reviews, and requests for information. Maintains organized and accurate budget documentation and supporting records in accordance with agency records-management and internal-control requirements. Identifies opportunities to improve budget processes, reporting, forecasting, internal controls, and financial accountability. May assist with capital budget planning, project funding analysis, and monitoring of capital and deferred‑maintenance needs. Act as a budget liaison to coordinate internal communication and handle fiscal inquiries across business units. Support financial leadership by analyzing budget proposals, maintaining internal controls, and preparing executive presentations. Adheres to all agency and department policies and procedures. Regular attendance is an essential job duty for all State Preservation Board positions. Performs all duties in a manner that promotes public confidence in the State Preservation Board and its staff. Performs all other duties as assigned. Required Education and Experience Bachelor’s degree from an accredited college or university in accounting, finance, business administration or a closely related field. Three (3) years experience in advanced budget preparation, budget analysis, budget management or related experience. Additional years of related experience may be substituted for education requirement on an equivalent year-for-year basis. Preferred Education and Experience Experience utilizing or implementing the Centralized Accounting and Payroll/Personnel System (CAPPS) for Financials or HR/Payroll modules. Experience with government accounting and budget practices. Experience with financial (budget, forecast, accounting) reporting software. Knowledge, Skills and Abilities Knowledge of accounting, budgetary, and management principles, practices, and procedures; of forecasting methodologies; and of automated accounting, budgeting, and forecasting programs. Ability to analyze fiscal management information, to determine appropriate use of funds, to perform statistical analyses, and to communicate effectively. Ability to work in a demanding environment with multiple competing priorities and subject to complex legislation which requires the skills to efficiently and independently prioritize the work load, and multi-task. Knowledge of legislative appropriation request and annual operating budget processes and of performance measurement and reporting. Ability to identify and develop budgetary reports and schedules, to analyze management problems and develop and present solutions; accurately communicates regulations, policies and procedures. Skill to demonstrate sound judgment and effective interpersonal skills in communicating with internal and external customers, including building occupants, other agency staff and the public; provides a high level of customer service. Ability to sit at desk for long periods of time intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation. Ability to use standard office equipment and software, e-mail, fax machines and copiers. Performs extensive and accurate numerical data entry. Ability to perform manually and visually repetitive tasks requiring eye‑hand coordination, including using a computer keyboard, telephone, touchtone dial pad, and other office equipment. Ability to visually inspect, reach, stretch, sort, safely lift and transport up to 20 pounds, push, pull and climb to locate, retrieve and store records, supplies and equipment.
