Contract Administrator II - Sourcing and Value Analysis

Minimum Qualifications:Bachelor's degree in business administration, supply chain management, healthcare administration, or related field and four (4) years of relevant experience. An equivalent combination of education and experience relevant to the role may be considered for this position.Required:Must obtain C.P.S.M., C.P.P.B, C.P.P.O, CTCM, or an equivalent nationally recognized certification of professional credentials as deemed acceptable to UTMB within 18 months of appointment in title.Preferred Qualifications: Master's degree in business administration, supply chain management, healthcare administration, or a related field. Supply chain experience in an academic healthcare setting or government agency.Utilization of AI tools, including but not limited to Microsoft Copilot. Experience in using supply chain contract management software, Jaggaer, and PeopleSoft. Job Summary:The Contract Administrator II is a senior contributor on the Supply Chain Contracting team, responsible for independently leading complex strategic sourcing initiatives and overseeing the full contract lifecycle for a broad portfolio of high-value, high-impact agreements across UTMB. This role partners deeply with senior stakeholders across category management, value analysis, legal, and clinical leadership to deliver innovative contracting solutions, ensure regulatory and financial compliance, and continuously improve supply chain value. The Contract Administrator II proactively mentors team members, leads the evolution of best practices, and serves as a cross-functional resource for advanced contract management issues.Job Duties:Independently lead and design complex competitive sourcing and procurement initiatives (including RFPs, RFQs, RFIs), develop and analyze bid packages, adjudicate proposals, and make high-level award recommendations across clinical, pharmaceutical, and non-clinical spend categories.Partner with executive, clinical, operational, and financial leadership to develop requirements, negotiate favorable terms, and design sourcing strategies that deliver value, mitigate risk, and advance institutional priorities.Develop advanced sourcing documentation, performance metrics, and reporting tools to ensure transparency, defensibility, and process optimization in alignment with federal, state, and industry policies.Monitor, interpret, and optimize contract obligations, rebates, KPIs, milestones, and financial performance, providing expert analysis for audits, leadership updates, and process improvements.Cultivate and manage strategic supplier relationships, provide guidance on corrective actions, and drive long-term performance improvement through regular evaluation and coaching.Direct, mentor, and support other contracting professionals—serving as a resource for contract escalation, stakeholder education, and continuous learning initiatives.Oversee contract data management and analytics, integrating data across systems to provide actionable insights for executive decision-making and to support supply chain business intelligence activities.Prepare for, coordinate, and respond to audit and compliance reviews, ensuring the department consistently demonstrates readiness and adherence to requirements.Draft, review, redline, and approve a wide range of complex agreements, amendments, and templates, incorporating evolving regulatory, legal, and institutional requirements.Lead risk assessment, management, and mitigation strategies related to contract terms, supplier performance, and compliance; escalate highly complex issues as needed to senior leadership or legal.Marginal or Periodic Functions:Lead or represent the department in high-visibility UT System, alliance, and institutional initiatives and projects.Proactively identify and implement process improvements to enhance contracting outcomes and reduce system costs.Assume delegated responsibilities from the Contracting Manager as needed.Other advanced duties as assigned. Knowledge/Skills/Abilities:Demonstrated mastery of contract management principles, strategic healthcare sourcing, and advanced negotiation in academic or regulated healthcare environments.Expertise in contract drafting, contract and data analytics, performance management, and supplier relationship management for high-impact portfolios.Advanced proficiency with ERP, contract management, and business intelligence systems (e.g., Power BI, Smartsheet).In-depth knowledge of federal and state procurement law, healthcare compliance, and evolving regulatory requirements.Exceptional analytical, organizational, written, and verbal communication skills, including experience presenting recommendations to senior leadership.Demonstrated leadership, mentoring, and project management experience within a supply chain or contracting function.Proven ability to lead cross-functional initiatives, prioritize multiple complex projects, and serve as the go-to resource for advanced contracting matters.Strong continuous improvement mindset, including process design and change management capabilities.Expert in managing end-to-end sourcing processes, including competitive bidding (RFP, RFQ, RFI) and documentation.Creative problem solver with a continuous improvement mindset; able to identify inefficiencies and lead process enhancements.Experience in coaching, educating, and supporting stakeholders on contract management, procurement best practices, and sourcing strategies. Decision-Making Responsibilities:The Contract Administrator II exercises judgment in coordinating, drafting, and interpreting contracts, making recommendations on bid awards, contract terms, and supplier performance to ensure compliance, value, and risk mitigation for the institution. This role collaborates with key stakeholders to resolve contract issues, implement corrective actions, and escalate complex matters as needed, maintaining accountability for day-to-day contracting decisions that support organizational objectives.Salary Range:Actual salary commensurate with experience.Work Schedule:Partial Remote, onsite a minimum of two days a week.
