Job Description and Duties

The following units operate separately while supporting each other based on operational needs: The Intake Unit is responsible for entering and scanning all claims received and filing the claims for evaluation at a future date; the Locator Unit is responsible for locating and sending claim packages or other correspondence to potential claimants based on their last known address provided by holders and working with the Franchise Tax Board to either confirm the current address or obtain a new address when reported information meets a specified criteria; and the Mailroom Unit is responsible for processing all incoming mail delivered to the Unclaimed Property Division (UPD), including sorting and distributing correspondence to the appropriate unit and collecting and sending outgoing correspondence.

The Analyst I is assigned duties and responsibilities commensurate with the analyst’s background and training. Under the general supervision of the Supervisor I of the Locator/Intake/Mailroom Unit within the Support Services Bureau, the Analyst I performs work of average difficulty in a variety of analytical and program support assignments related to unclaimed property operations. Work at this level is distinguished from lower-level assignments by the analytical and evaluative nature of the work rather than the performance of routine processing tasks.

The Analyst I assists in the development and implementation of methods for locating potential owners of unclaimed property escheated to the UPD. The Analyst I conducts research using approved locator resources, reviews and processes claim forms and provides technical information to departmental clientele and the public. The Analyst I develops a working knowledge of SCO interdepartmental functions to ensure correspondence is routed appropriately and in a timely manner. The Analyst I operates in accordance with established procedures and generates and analyzes statistical reports for management to support operational decisions and distribution.

Duties Performed:

• Conduct research to locate the rightful owner of high-value, high-share, and Government Auto-Pay eligible unclaimed property that has escheated to the State of California. Initiate and assist potential property owners with the process for submitting claims to the UPD. Research unidentified property and analyze claim documentation to ensure accuracy and completeness.

• Review and update processes for locating potential owners of unclaimed property using approved locator resources. Seek information on new sources for locating potential owners and make recommendations to the Unit Supervisor. Coordinate with management to develop and maintain training guides, procedures, and cross-training efforts.

• Generate and analyze the results of the notice batch process. Collaborate with other areas within SCO to print notices sent to potential property owners.

• Perform program analysis and apply principles and techniques to improve operational efficiency. Make recommendations for procedural improvements and assist in writing procedures, policies, and program alternatives for the Locator Section.

• Serve as a subject matter expert for the unclaimed property system and oversee document digitization and records management. Create and maintain statistical reports and provide daily, weekly, and monthly updates to management. Represent the Bureau on teams and workgroups with divisional, departmental, or statewide impact. Provide backup coverage for staff within the Bureau and Division. Cross-train and provide support to address fluctuating Bureau workload needs.

This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies. Applicants must reside within California at the time of appointment. 

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
