ENGINEER

Duties

• You will serve as the senior technical authority and executive advisor for the Department, ensuring consistent engineering rigor, standard systems engineering methodologies, and operational discipline across executed workload.
• You will act as the principal subject matter expert for systems engineering methods, processes, tools, stewarding core capabilities to fulfill Naval, Joint Force, and national defense requirements in strict alignment with applicable policies.
• You will establish and maintain Department-level technical policies and guidance.
• You will provide continuous oversight of customer-funded work by conducting periodic project reviews, evaluating safety, security, quality, and performance standards, identifying capability gaps, and enforcing corrective measures.
• You will coordinate directly with Command and peer Department CHENGs to ensure enterprise-wide technical coherence and alignment.
• You will lead and oversee comprehensive Root Cause Analysis (RCA) efforts to determine the underlying causes of technical failures, mishaps, and operational incidents, ensuring the execution of effective corrective actions.
• You will evaluate technical documentation including RCA reports, acquisition documentation, point papers, and technical proposals leveraging the review process as an instructional tool to elevate documentation standards across the engineering staff.
• You will direct the Department-level Risk Management program, ensuring the timely execution and facilitation of Department Risk Management Boards.
• You will define, assess, and refine the criteria used to escalate critical technical risks to the Command level.
• You will foster technical workforce growth by executing the Career Competency Development Program for engineers and scientists, mentoring personnel on complex technical challenges, and advising on advanced R/D planning, analysis, and publication.
• You will partner with the Department Chief Scientist to establish standards and novel execution pathways for emerging technologies, to prioritize internal research investments, capability development, and strategic divestment initiatives.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer analyzing technical performance to provide leadership in the execution of customer funded work for an organization.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:


Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
