Air Conditioning Equipment Mechanic Leader

Summary West Palm Beach VA Medical Center is looking for an Air Conditioning Equipment Mechanic Work Leader assigned to Facilities Management Service. Responsibilities include directing duties related to installs, repairs, modifications, and relocations of equipment on special purpose air conditioning and refrigeration units and systems that are frequently modified to provide specific and critical climatic conditions throughout the medical center. Qualifications Applicants must meet all requirements by the closing date of this announcement. Experience and training of sufficient scope and quality are required, demonstrated by detailed resume descriptions. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. Screen‑out elements will be evaluated first; those meeting the minimal acceptable qualifications will be considered for further rating against the job elements: ability to interpret instructions and specifications (including blueprint reading), ability to lead or supervise, ability to use and maintain tools and equipment, knowledge of equipment assembly, installation, repair, knowledge of materials and technical practices, troubleshooting. Preferred experience includes strong background in HVAC installation, maintenance, and repair; ability to troubleshoot complex HVAC systems; familiarity with refrigeration cycles, heat pumps, boilers, chillers, ventilation systems; proficiency in reading blueprints, schematics, wiring diagrams; leadership and supervisory skills; and strong communication and conflict resolution skills. Physical Requirements Maximum unassisted weight: 50 pounds; assisted: 100+ pounds. Work from ladders, scaffolding, and platforms. Hand‑eye coordination, manual dexterity, color discrimination, stooping, stretching, bending, kneeling are required. Duties Direct work teams up to 3 Air Conditioning Equipment Mechanic WG-10 and 2 Air Conditioning Equipment Mechanic WG-8. Install, diagnose faulty equipment, repair, modify, and relocate special purpose air conditioning and refrigeration units and systems. Maintain, install, and repair air conditioning and refrigeration systems to meet critical climatic conditions. Modify and balance system elements to achieve extreme and critical conditions. Review plans or specifications, determine equipment size, shape, and location, and plan installations. Modify, alter, or substitute components to meet specific pressure‑temperature characteristics. Collaborate with engineering personnel to plan and modify systems, accomplish repairs, and meet required conditions. Receive work assignments from the Utility System Foreman with minimal instructions. Keep the crew busy by assigning tasks and ensuring availability of plans, blueprints, materials, and tools. Procure necessary stock and parts from vendors and local supply locations. Maintain current knowledge and answer workers’ questions on procedures and policies. Ensure all safety rules are followed and required personal protective equipment is used. Answer supervisory questions on overall operation and training requirements. Ensure refrigeration equipment operates safely. Obtain technical information, determine priorities, and resolve refrigeration unit problems. Coordinate solutions with nursing and engineering personnel. Communicate with supply personnel, vendors, and service personnel to secure required parts and services.
